Duties

If selected for this position, you will join a well-respected team that is responsible for providing technical guidance and contracting services. Typical work assignments will include:

  • Performing pre-award and post-award work on a variety of contract actions.
  • Reviewing requisitions and determining appropriate contract type, competition requirements, contract vehicle and applicable Federal Acquisition Regulations (FAR) authorities.
  • Preparing all solicitation documents necessary to support a variety of contract actions.
  • Monitoring contractual milestones processing timely actions.
  • Performing cost and price analysis, preparing contracts and executing award documents.
  • Preparing statements of work and resolving non-complex problems in the pre-award and post-award phases.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Salary

The salary range for a GS-09 in San Francisco, California is $74,642.00 - $97,034.00 (step 1 through step 10). This position has promotion potential to GS-11 (full performance level). The salary range for a GS-11 in San Francisco, California is $90,310.00 - $117,400.00 (step 1 through step 10).

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
  • Must be able to attain and retain Federal Acquisition Certification in Contracting (FAC-C Professional) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses.
Qualifications

Must be able to attain and retain Federal Acquisition Certification in Contracting (FAC-C Professional) as a federal contracting professional. The incumbent is expected to obtain a FAC-C within one year of the date of hire.

To be eligible, you MUST meet both the Basic Requirements AND Minimum Qualifications as described below.

BASIC REQUIREMENTS

Applicants MUST have one of the following:

  • A 4 year course of study leading to a bachelor's degree with a major in any field; OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  • You occupy and/or have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5 through GS-12.
MINIMUM QUALIFICATIONS REQUIREMENT

GS-9: You must meet at least ONE of the following conditions as defined below:

  • Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service. Specialized experience is defined as reviewing requisitions and determining appropriate method of procurement; purchasing supplies/services/construction as a purchasing agent, preparing contract solicitation and award documentation; preparing contract documents that included specifications, packing and shipping requirements, inspection instruction and contract clauses.
  • Education: Have one of the following types of education: A Master's or equivalent Graduate Degree in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 2 full academic years of progressively higher-level graduate education leading to such a degree; OR an LL.B. or J.D. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
  • Combination of Education and Experience: Only graduate hours in excess of one full year of graduate level education may be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed one full year of graduate education; then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.
Education

You must submit your transcripts (unofficial or official) to verify basic qualifications for this position. Failure to submit your transcripts will result in disqualification for this position. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
