Summary You will serve as a CONTRACT SPECIALIST in the Small Boats/LCAC (Code 415), Sustainment Cradle/Grave Non CNO Division (Code 426), Contracts Department (Code 400) of MID ATLANTIC REGIONAL MAINTENANCE CTR. Responsibilities You will develop and award contracts for ship repair and alterations, ancillary contracts in support of various ship repair functions and procuring various supplies and services in support of MARMC mission. You will plan, direct, and coordinate the activities and operations required to contractually support MARMC. You will monitor contracts for timely contractual actions and correctness, such as responses to correspondence from contractors, negotiation of changes/modifications, issuance of supplemental agreements, and release of retentions. You will serve as the primary contact and control point for all questions, problems, and changes during the solicitation period. You will evaluate offers received, determine responsiveness, conduct price/cost and/or best and final negotiations, and determine reasonableness of price for recommendation for award. You will establish the governments negotiation position prior to entering into discussions with the contractor to negotiate for awards. You will monitor contractor performance in relation to the schedule required by the contract. You will monitor contract technical performance over the life of the contracts and issues correspondence or other direction to contractors to resolve problems. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting conferences, negotiation sessions, and presenting training material. Experience awarding firm fixed price and cost type contracts. Experience implementing knowledge of contract administration and termination techniques to amend, negotiate, and administer changes needed to contract completion. Experience implementing knowledge of the FAR, Defense Federal Acquisitions Regulations (DFARS), Navy Marine Corp Acquisition Regulations (NMCARs), NAVSEA Contracting Handbook, The Joint Fleet Maintenance Manual (JFMM), and contract law and legal precedents. Experience coordinating a contracting team in an industrial environment. Experience preparing contracting officer final decisions, business clearances, letters of concern to contractors, and effective contracts and modifications. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
