Review Dates of Applications Received Before or On: 28 NOV 2024 21 DEC 2024 21 JAN 2024 19 FEB 2025 Responsibilities Provides a wide range of contracting procedures, methods and contract types, including competitive proposals, sealed bidding, fixed-price, and cost-type contracts Employs negotiation techniques to serve as a contracting focal point with engineers, cost accountants, attorneys, industrial security specialist, contractors and/or cost analysts in the negotiation and settlement action. Applies knowledge of IT products, systems and services being acquired, related business practices, and prevailing market conditions to evaluate bid responsiveness, contractor responsibility and performance. Utilizes techniques of price/cost analysis, such as learning curve analysis and cost estimating relationship, to evaluate contractor proposal and develop complex noncontractual pricing arrangements and incentives. Requirements Conditions of Employment Qualifications Time-in-Grade Requirements: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.
