Office of the Chief of Staff of the Army Contract Specialist Fort Belvoir, VirginiaSummary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.About the Position: The Contract Specialist serves as subject matter expert for the Army CIO and Headquarters Department of the Army (HQDA) Deputy Chief of Staff, G-6 Contract Management program.Responsibilities:Independently resolves problems or issues impacting programs that extend across the organization and component commands.Work with the requiring activity to formulate a formal Acquisition Plan for procurements with projected costs exceeding regulatory dollar thresholds.Demonstrate a superior and expert level of knowledge involving contracting and procurement regulation.Assist the Contracting Officer in negotiations with offerors, relying on subject-matter experts for guidance on technical questions.Analyze requirements appropriate contract method and contract type (fixed price, fixed price with incentive provisions, cost-plus-award-fee, cost-plus-fixed-fee, etc.).Perform appropriate evaluations regarding relative costs of maintaining existing equipment versus having contractor-provided equipment and other factors.Requirements:Conditions of Employment:Qualifications Who May Apply: US CitizensIn order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.Basic Requirement for Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.)OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:Specialized Experience:Preparing acquisition documentation such as Independent Government Cost Estimates, Limited Source Justifications and/or Source Selection Plans to achieve strategic goals;Providing technical oversight by resolving complex contracting issues;Providing advice and/or solutions for issues that may occur throughout the contract;Reviewing contractual agreements between an organization and vendors to ensure compliance with regulatory guidance;Advising management on complex procurement matters.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.Additional Information:Direct Deposit of Pay is required. Army Acquisition Corp (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP). Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (3) years. All candidates who meet the basic qualification requirements will be considered. Subject to proof of AAC membership, AAC members from other services will be accepted by Army without additional review. Army Acquisition, Logistics and Technology (AL&T) Workforce applicants must have an Acquisition Career Record Brief (ACRB) on file in the Career Acquisition Personnel and Position Management Information System (CAPPMIS). This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
