Duties

As a Contracting Officer's Representative, your typical work assignments may include.

* Serve as the Lead for contracts and performs and/or oversees all contract related functions.

* Communicate team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

* Provide direction, on behalf of management, to the inquirer regarding contract requirements and operations.

* Oversee third-party contractor personnel and contract activities.

* Monitor contractor performance and ability to deliver products, services, and systems to contract schedule within cost.

* Assist program managers in developing contractual requirements; include developing the statement of work, conducting market research, identify vendors, and developing cost analysis.

* Prepare statements of satisfactory performance or deviations, shortages or deficiencies.

Qualifications

Applicants must meet all of the required qualification requirements described below by the closing of this announcement.If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-13 must meet the following requirements:

A. Selective Placement Factor: Applicants must be Level III Federal Acquisition Certified. (Must submit a copy of your certificate).

AND

B. B. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following:1) Provide leadership and technical assistance to CORs on performing comprehensive and substantive monitoring and oversight of contracts; 2) Developing and maintaining effective contract administration processes, including invoice review, quality assurance, surveillance, and project file maintenance; 3) Perform and oversee all program integrity contract functions in the division, including pre-award coordination, post-award contract administration; 4) Experience in managing complex contracts which include determining and validating requirements, implementing progress on projects; and 5) Applying procurement and acquisition strategies for effective quality assurance, surveillance, and performance monitoring.
