This responsibility has driven them to deliver significant societal and economic benefits to not just the Kingdom, but also to many communities, economies, and countries that rely on the vital and reliable energy they supply.LHR AmericasLHR Americas recruits professionals from around the world to work for top oil and gas companies globally.Who are we looking for?Our client is seeking a Contracting Representative to provide guidance in the procurement of contracts of higher than average value, complexity, and/or time-critical from the planning phase through final contract execution including drafting, pre-qualification of contractors, competitive bidding or negotiation and finalization; in compliance with the Contracting Manual for Services Company.Minimum RequirementsBachelor's degree in Engineering, Business Administration, Law or closely related field.IACCM (International Association for Contract & Commercial Management) Practitioner Certification.Well-developed skills in planning and negotiating. Ability to analyze various factors and use good judgement to make sound recommendations and decisions.Proficient with business software applications.Typically, at least eight (8) years of extensive professional experience in contract procurement activities or closely related functions such as negotiator, engineer, business administrator, construction engineer or an attorney in commercial practice.Work experience or background in engineering is preferred since many contracts involve engineering projects. Experience using an ERP system; SAP-CLM (Contract Lifecycle Management) preferred.Must be able to comprehend and communicate accurately, clearly and concisely in English.Key ResponsibilitiesIn conjunction with the proponent, develop a contracting plan which identifies how the contract will be developed from the initial planning stage through contract execution. Identify key milestones in the process and the actions needed to assure completion by the target signing date.Determine in conjunction with the proponent, the appropriate procurement method (competitive bid or sole source) and develop the bid slate based on contractor qualifications, present workload, and performance history. Visit contractor facilities to confirm data as required. Assist with the development of Contractor Selection Justification to ensure that it is based on appropriate business reasons consistent with the Company's Anti-Boycott Compliance Program.Draft proforma contract documents and Invitations for Proposal (IFP) and coordinate Functional Review with professional staff in Finance, Treasurer's and Law. Resolve any disputes that arise during Functional Review and distribute the IFP to the bidders.Ensure that assigned contract actions are developed in accordance with the Contracting Manual and applicable laws (U.S. and International) consistent with the policies and procedures of the Company and that the contract represents the optimum business deal for the Company under existing conditions.Conduct Job Explanation Meetings to explain the bidding process and details of the contract and to answer contractor questions concerning specific contractual requirements.Receive, open and evaluate bids as a member of the Bid Review Team. Make award recommendations to the Contract Signatory. Assist with the development of award recommendations for approval of ASCOM (Services Management Committee).Chair the Company's negotiating team when a contract is developed sole source or when an amendment or change order is required.Perform other duties as assigned.These are the steps to apply for this job:Resume Evaluation: A member of our recruitment team will evaluate whether your resume matches the client's job description requirements.
