Headquartered in San Diego, CA, and with a workforce spread across various states, we currently serve the Department of Defense (DoD), Navy, and Naval Information Warfare Systems Command (NAVWAR). We are dedicated to providing Financial Management, Program Management, Acquisition Management, and administrative support consulting services to government clients.

About the role

We are currently seeking a Contracts Manager that will oversee a diverse portfolio of prime and subcontracts. The candidate should possess 8-10 years' experience in cradle-to-grave contract management and administration, specifically managing various cost reimbursement types of contracts. Primary responsibilities will include conducting thorough RFP analysis, FAR/DFARS compliance, actively participating in proposal development, coordinating internal reviews, skillfully negotiating contracts, and efficiently managing the administration and execution of contract/task orders. To excel in this position, superb written and oral communication skills are essential, as you will be required to foster strong relationships with internal and external customers.

This Contracts Manager position requires a minimum of eight years previous professional experience in IDIQ MAC and cost reimbursement contracts administration. This position will be working with company executives directly supporting corporate operations and proposal development as part of the operations team. Our Contract Manager requires careful attention to detail, strong organizational skills, ability to proactively work with a team, a positive attitude and effective communication. We are looking for candidates that are available to begin support immediately.

Responsibilities include:

  • Analyze and review government contract awards and modifications for compliance in accordance with contract requirements, company policy and procedures, and applicable laws.
  • Develop, review, and analyze Teaming Agreements, Non-Disclosure Agreements, and Subcontract Agreements with industry partners.
  • Provide advanced contract management, analysis, tracking, and reconciliation support of government services, CPFF contracts.
  • Experience with overseeing IDIQ MAC contracts, including financials, deliverables, quality, TO compliance, resource allocation, and coordinating with our Subcontract Administrator (SCA).
  • Establish internal contract management processes, develop SOPs, provide guidance on areas such as PWS development, CLIN structure, evaluation criteria, interpret and provide expert advice on contracting policy, regulation and statute when requested.
  • Develop and maintain Contract Briefs for all prime and subcontracts.
  • Proposal support to include personnel pricing, strategy, and rate builds.
  • Coordinate contract management with corporate Finance team members and Program/Project managers to ensure team members are properly trained and knowledgeable in their area of responsibilities.
  • Management of Subcontract processes and procedures, including compliance, development and negotiation of Subcontracts, Task Order issuance, Authority to Proceed letters, Limitation of Funds issuance, Stop Work letters, Contract Modification reviews and Flow Down clause inclusions.
  • Ensure consistent messaging and logical processes are created and followed across many contracts and subcontracts.
  • Evaluate company process deficiencies, recommend improvements, and coordinate their implementation.
  • Multi-task and prioritize work activities in a fast-paced environment and prioritize communication at all organizational levels.
  • Maintain and ensure that program teams maintain adequate documentation to support compliance with contractual requirements, company policy and procedure, and applicable laws.

    Qualification Requirements:

    • Bachelor's Degree from an Accredited College or University preferred.
    • Experience in Contract Management/Administration may be considered instead of a degree.
    • Minimum of 8 years DoD Contract Management experience on government service contracts.
    • Proficiency using MS Office Suite (PowerPoint, Excel, Word, Outlook) and Adobe.
    • Experience with Government (FAR / DFAR) contracting: Fixed Price (FP), Time & Material (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ) type contracts.
    • Demonstrated experience in Subcontract Management processes and procedures, including compliance, development and negotiation of Subcontracts, Task Order issuance, Authority to Proceed letters, Limitation of Funds issuance, Stop Work letters, Contract Modification reviews and Flow Down clause inclusions.
    • Must be able to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently as part of a Team.
    • The Candidate must have excellent interpersonal skills, including well-developed analytical, communication, and presentation skills.
    • Ability to identify and mitigate contract risks as well as coordinate appropriate reviews in accordance with our policy and procedures.
    • Strong knowledge of the Federal Acquisition Regulations, Defense Federal Acquisition Regulations, and Supplement.
    • Completion of formal contracting coursework or certification.
    • Demonstrated experience in negotiating complex contractual issues on active contracts.
