Contracts Specialist, Federal Government - All LevelsRemoteFull Time\#1201 - EvergreenExperiencedShare ( seeks Contracts Specialists (Procurement/Acquisition) at all levels to fill multiple roles for upcoming opportunities supporting federal government acquisitions. This posting will help solicit, award, and administer a wide variety of contract types._We are in the process of expanding our pool of Contract Specialists to meet our upcoming and ongoing needs. This is not a job posting for a specific vacant position but a way to submit your resume for candidacy for future vacancies for this type of role._**_In most instances these jobs will be fully remote - 100% telework in the U.S.; in a few instances you may be required to work at the agency's office in Washington, DC._**As a **Federal Contract Specialist** , you provide acquisition support services, including contract pre‐award, administration, and post‐award; acquisition policy development, analysis, and advisement; you have a critical role performing various pre-and post-contract and procurement responsibilities on the procurement of supplies, services, and equipment, which will include all functions from cradle to grave in the acquisition life cycle.+ **Procurement Excellence:** Reviewing pre‐award contract requirements for contract documentation, the Federal Acquisition Regulation (FAR) clauses, applicability, federal supply service orders, delivery orders, and task orders under indefinite-delivery/indefinite-quantity contracts.+ **Contract Oversight:** Making recommendations throughout the acquisition life cycle for contract selection types for new acquisitions along with best practices in contract negotiations.+ **Thorough Contract Review:** Review Procurement Requisitions for Action - review the SOW and develop a solicitation for the procurement that meets the requirements for posting on the government-wide point of entry.+ **Market Research and Analysis:** Conduct Market Research - Issue Requests for Information (RFI). Conduct independent market research to guide the acquisition strategy. Federal Supply Schedule procurements negotiated contracts using commercial practices, and awards of BPAs and IDIQ contracts.+ **Bid Evaluation Expertise:** Develop Requests for Proposals (RFPs) or Requests for Quotes (RFQs) - Under the guidance and approval of the Contracting Officer (CO), assemble the RFP/RFQ and post it to the appropriate portal.+ **Strategic Contract Communication:** Respond to Applicant/Offeror Questions - Under the guidance and approval of the CO and in coordination with the program office, document and respond to all questions related to the solicitation. Create appropriate amendments in response to the offerors.+ **Efficient Contract Execution:** Proposal/Quote Compliance Review - Screen all proposals/quotes for basic eligibility requirements and compliance, per the solicitation requirements. Provide recommended results to the CO for review and approval.+ **Conduct Cost/Price Analysis:** Analyze proposal/quote costs/prices and document findings for the CO.+ **Negotiation Mastery:** Prepare Award Documents - Provide analysis and recommendations to the CO regarding negotiation, competitive range, or award memoranda for the CO to use in the award negotiation. Draft the award for the CO. Process the award in the contract writing system.+ **Post-Award Excellence:** Award Administration - Prepare contracts and modifications with all required documentation for consideration by the CO. Guide contracting officer's representatives in their post-award duties.**Qualifications/Requirements**+ Entry (AC): 2 years, Junior (CSI): 3-5 years, Middle (CSII): 6-9 years, Senior (CSIII/IV): 10-12 years, Advanced (SME): 13+ years of experience in government acquisitions, contracts, and/or contract compliance administration required.+ Bachelor's degree or at least 24 credit hours in business or a business-related field.+ Expert knowledge of the federal acquisition life cycle, including pre-solicitation, solicitation, award, contract administration, and closeout. (cradle-to-grave contracting)+ Possess working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.+ Experience in preparation of the Government's Business Clearance/Pre-and Post-Negotiation position for formal contract procedures.+ Experience leading the negotiation team as the principal contract negotiator and negotiating contract equitable adjustments; etc.+ Negotiation preparation - preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts.+ Market research/analysis, selection and administration of contract terms and conditions, cost, and price analysis.+ U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three (3) or more years.+ Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. _This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background.
