Job Description:

This position serves as the contract manager and contract and procurement subject matter expert for the Division of Services for the Deaf & Hard of Hearing. This position provides leadership, guidance, and technical assistance to develop and maintain best practices in the contracting process to comply with department, state, and federal requirements. This position provides procurement services and support in accordance with federal, state, and department procurement requirements.

Job responsibilities include but are not limited to:

Contract Development & Management

* Ensure contracts are developed, established, implemented, coordinated and executed in accordance with applicable federal, state, department and division policies, procedures and protocols.

* Develop and execute contracts including, but not limited to amendments, renewals and change orders.

* Communicate effectively to end users and vendors on contract procedures, terms and conditions, disputes, periodic contract reviews and other management areas as required.

* Use concise contract language to address unusual circumstances and challenges; provide guidance to program and management staff regarding the legal and/or procedural aspects of contract issues/documentation.

* Coordinate vendor issues through collaboration with appropriate department/agency seeking professional advice (DOJ/AGO) on legal issues, as appropriate;

* Identify potential risks and recommend appropriate approaches and/or solutions to mitigate risk.

* Develop and maintain internal procedures and protocols.

* Initiate and manage encumbrances in North Carolina Financial System (NCFS) for contracts; manage Department contract database system (Open Windows) for division contracts; manage state databases for division contracts.

* Facilitate contract administrators through the contract process for services including providing subject matter expertise regarding best practices and options to develop robust solicitation and contracting documents.

* Develop a contract monitoring plan for the division; help devise the tools to measure contract performance and a monitoring tracking mechanism.

* Provide technical expertise regarding contracting to division leadership and management.

* Serve as the lead contact for the division regarding contracting processes with the Office of Internal Audit and the Office of the State Auditor; coordinate response and any corrective action.

Procurement

* This position is responsible for maintaining contractual agreements related to facilities, i.e., leased office space and janitorial, agency specific contracts. This includes developing specifications for bid solicitations, evaluation of bid proposals, award certification and vendor performance reviews.

* Responsible for the creation and development of RFQ/IFB/RFP/bids/agreements for the Division goods and services for the Equipment Distribution Program and the National DeafBlind Equipment Distribution/iCanConnect program in conjunction with the Telecommunication Relay Program Manager.

* Ensure compliance with all State procurement rules, statues, and procedures.

* Collaborating with Division staff as needed.

* Provide technical assistance to vendors, manufacturers and DSDHH staff and work with Department and State level contract and purchasing offices for guidance and compliance. Demonstrate best practices in contracting and procurement.

* This position may be assigned other tasks as approved by the supervisor and DSDHH Director to provide procurement support to meet the needs of the division including cross training team members.

Management Preferences:

* Working knowledge of NCFS and E-Procurement.

* RFQ/IFB/RFP/bids/agreement formulation, development, creation, evaluation, and utilization.

* Ability to understand and resolve complex problems and the ability to read, interpret and make recommendations based on federal, state and departmental laws and regulations.

* Ability to apply and interpret established rules and regulations.

* Knowledgeable of contract and procurement regulations.

* Ability to maintain records of some complexity and to prepare reports on tabulations from these records.

* Ability to work both independently and as a member of a team.

* Ability to communicate both orally and in writing.

Bachelor's degree in Business or related area from an appropriately accredited institution and 2 years progressive procurement or contract administration experience in the preparation of requests for proposals and invitation for bids, negotiation and administration of general and professional service contracts and/or contract law;

OR

An equivalent combination of education and experience;

Special Necessary Requirements

Successful completion of the North Carolina Contract training program or mandatory completion of that program within the probationary period.

Preferences: Management prefers professional certifications from the NCMA (National Contract Management Association) for a CPCM (Certified Professional Contracts Manager or from ISM (Institute for Supply Management) for a CPSM.

(Certified Professional in Supply Management) or individuals that have an active C.P.M. (Certified Purchasing Manager) certification.
