This position is responsible for the administrative oversight of all fiscal related services of the organization, which include financial accounting and reporting, budgeting, grants management, procurement, fleet and facilities and business center operations.We can offer you:

- Graduation from an accredited high school or equivalent.
- Must have obtained a bachelor's degree related to finance and administration.
- 15+ years working in Accounting, Bookkeeping or similar exp. (P/L, A/P, A/R, Gen Rec etc.).
- 5+ years of experience with computers and software programs, such as Microsoft Office.
- 7+ years of experience in management.
- Excellent Math Skills.
- Knowledge of generally accepted accounting principles (GAAP) along with capability to perform analytical functions and prepare financial and statistical reports.
- Experience with principles and processes involved in financial internal control.
- Knowledge of automated financial and accounting reporting systems and federal and state financial regulations.
- Experience working for a FQHC, governmental organization, or another medical related role is helpful, but not required.
- Prefer CPA, not a requirement.
- Ability for spur of the moment transportation without relying on organization vehicles.
- Must possess or ability to readily obtain a valid driver's license issued by the State of Texas for the type of vehicle or equipment operated.
- Department of Motor Vehicle check may be required, if applicable.
- Customer Service Oriented.
- Excellent written and verbal communication skills.
- Excellent Computer Skills MS Office.
- Must be willing and able to work evening and weekend hours if necessary.
- Must be in compliance with GCHD Immunizations policy.
- Must be in compliance with ICS training requirements.

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above-described essential functions will be considered when hiring for this role.Traditional Duties:
- Ensure that financial statements (balance sheet, revenue and expense statements) are completed in a timely manner and in accordance with GAAP.
- Prepare monthly summary reports of financial activities for CEO review and presentation to the finance committee and Board.
- Consistently analyze financial data for budget compliance and report variances to senior management, finance committee and Board.
- Oversee all financial, project/program and grants accounting and ensure that expenditures are consistently aligned with grant and program budgets throughout the funding period.
- Maintain and update internal accounting systems to ensure that these systems operate in accordance with GAAP and with sound business practices.
- Ensure that internal controls are adequate to prevent and detect errors in the financial records and to provide for reasonable safeguarding of assets (i.e. fixed asset inventories, cash audits, etc.).
- Oversee the preparation of payroll and related reports to assure compliance with government regulations, tax codes and pay day laws.
- Review and approve the quarterly 941 and SUTA reports for accuracy, and make sure that reports are filed in a timely manner.
- Maintain and update accounting policies and procedures.
- Assist the CEO with annual and/or special projects, including, but not limited to the preparation of budgets and any other annual reports.
- Make recommendations to develop, improve, and update financial systems and procedures as necessary.
- Coordinate year-end closing and audit activities; acts as liaison to external auditors; attends departmental/District-wide meetings as required.
- Confirm that monthly financial reports have been distributed to all managers.
- Ensure that Accounts Payable and Payroll Check runs are prepared and reviewed in accordance with GCHD policies and procedures.
- Review cash requirements and transfer funds as needed to maintain sufficient cash balances in all account.
- Prepare quarterly investment reports; monitor cashier over/short reports to ensure compliance with cash handling procedures.
- Work with the Purchasing Agent and Fleet and Facilities Coordinator to assure that functions associated with these areas are being performed according to established guidelines and that there is adequate backup to meet the business needs of the organization.
- Performs other duties as assigned by supervisor.
