The Controller's Office of the County of San Mateo is seeking highly qualified candidates for the position of Management Analyst in the Property Tax Division. The Management Analyst will provide professional assistance in a wide variety of complex financial and analytical activities relating to property tax functions which includes completing special projects and managing performance and compliance initiatives. This is a Departmental Promotional Only recruitment and is open only to current employees of the Controllers Office with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date may apply. The Property Tax Division The Property Tax Division of the County Controller's Office is responsible for computing property tax rates, distributing property taxes to local taxing agencies, and processing roll corrections. The Ideal Candidate will: Possess knowledge of relevant California laws relating to property tax administration, redevelopment agency dissolution, and school finance. Possess two-to-three years of working experience in County Controller's property tax administrative functions. Possess strong analytical and critical thinking skills. Identify risks for the division and assist with setting goals and objectives to reduce those risks. Maintain a strong relationship with key partners to aid in property tax administration, including, County Assessor-Clerk-Recorder, Treasurer-Tax Collector, County Attorney, taxing agencies, and the State. Assist with the design of the property tax system. Possess the ability to examine processes and identify opportunities to streamline and improve them. Create a reputation of aptitude, cooperation, and innovation within the organization. Possess excellent written and verbal communication skills. Possess the ability to analyze data and draw logical conclusions. Gather, organize, and present financial and technical data in written and verbal form. Read, analyze, interpret, and report on complex technical resources. Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Duties will include, but are not limited to the following: Manage the work performed by staff performing former redevelopment agency (RDA) related activities, roll maintenance, reporting requirements to the State, and special district accounting. Calculate, distribute and ensure correct apportionment of Excess ERAF tax moneys. Account for and monitor property taxes available to fund vehicle license fee revenues. Make projections of revenues and expenditures. Work directly with the Countywide Oversight Board of former RDAs as needed, including but not limited to managing, organizing and preparing materials for meetings, ensuring all documentation is complete and distributed on time, attending board meetings, presenting at board meetings, and working directly with the Chairperson. Train, motivate, and evaluate assigned staff. Direct work activities of assigned staff including prioritizing and coordinating work assignments. Review work of staff for accuracy and work with staff to correct any deficiencies. Address inquiries from internal and external stakeholders. Assist with compliance with State laws and regulations. Ensure proper accounting of property tax transactions. Research complex technical property tax related questions or issues and apply knowledge to design and communicate viable solutions. Monitor, review, and assess implications of changes in laws and regulations. Ensure staff have prepared and/or updated well-documented desk procedures. Assist in developing policies, procedures, and work standards. Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas. Conduct special research projects and financial analyses on property tax related matters, produce findings and recommendations, and prepare related reports. Perform other related duties as assigned. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and at least three years professional accounting, financial, or administrative experience in County Controllers property tax functions. Knowledge of: Advanced principles and practices of financial administration and resource planning, including public budgeting and reporting. Advanced principles of financial forecasting and financial analysis. Theories, principles, and practices of accounting and auditing and their application to governmental accounting. Generally accepted accounting principles and/or auditing standards, including those specifically applicable to government agencies. Basic principles and practices of County-wide operation and its administration and organization. Advanced principles and practices of management and organizational effectiveness. Principles of personnel training, supervision, and evaluation. Relevant automated fiscal/financial information systems, applications, and terminologies. Relevant Federal, State, and local laws and regulations applicable to assigned area of responsibility, as well as laws and regulations governing the financial operations of public agencies. Skills/Ability to: Plan, organize, manage, coordinate, and evaluate the functions and staff of the Property Tax Division. Analyze and evaluate complex accounting, and/or financial problems, records, and reports. Prepare clear and concise reports. Analyze, interpret, apply, and explain related laws and regulations. Establish and maintain effective working relationships. Communicate effectively both verbally and in writing. Coordinate activities with other departments, programs, and/or outside agencies. Plan, schedule, and manage large scale projects. Perform complex mathematical and statistical calculations accurately. Prepare complex and detailed written reports, procedures, and contracts. Establish and maintain effective work relationships with those contacted in the performance of required duties. Departmental Promotional Only.
