Primary purpose:
CONSTRUCTION COORDINATOR (OR SR.) PRIMARY PURPOSE:
Effectively plan, schedule, and manage multiple capital and operational construction and maintenance projects to meet customer needs and expectations.
The primary purpose of this position is to assist in the supervision and management of major pipeline construction projects, as well as the construction and installation of pipeline relocation projects. Additionally, this position will work with and assist the regional maintenance staff, as needed, with projects and emergency responses.
May be filled as a Sr. Construction Coordinator based on qualifications of successful candidate.
CONSTRUCTION COORDINATOR (OR SR.) ESSENTIAL DUTIES & RESPONSIBILITIES:
* Perform activities necessary to manage the development and execution of a broad range of natural gas, oil and civil projects; including, but not limited to: high-pressure gas and liquid transmission pipeline, metering, compression, pumps, storage, gathering, treating, and processing.
* Manage projects in a manner that assures safety and reliability while ensuring environmental and human impacts are mitigated while meeting the project goals (including, but not limited to: Schedule, Budget, Safety and Overall Quality).
* Provide leadership including project planning, scheduling, and prioritization of tasks in addition to cost control, and coordination with Operations to monitor project progress.
* Assist Operations in the preparation of project scopes, cost estimates, bidding, budgeting, and execution plans for new and existing capital and maintenance projects.
* Assist Commercial in the preparation of project scopes, cost estimates, bidding, budgeting, and execution plans for new and existing capital and maintenance projects.
* Oversee and manage contractors and construction inspectors to ensure projects and schedules are met safely, reliably, and within budget.
* Coordinate the bidding process with contractors and vendors to ensure competitive and effective costing.
* Interact with contractors throughout the bid and selection process, as well as throughout all phases of project construction and commissioning.
* Perform all job duties in compliance with Company standards and procedures, and Federal, State and Local requirements.
* Provide and/or complete the appropriate level of project documentation during the project and following project completion to ensure compliance with the policies of Corporate, Federal, State and other governing bodies.
* Complete work assignments with little supervision to meet required deadlines.
* Assist the on large projects as well as be able to manage and direct smaller projects.
* Ensure the training of construction inspectors and contractors to Tallgrass specifications, procedures and safety requirements.
* As needed, review and update training for construction inspectors and contractors.
* Make recommendations to terminate any inspectors or contractors who do not adhere to Tallgrass policies and procedures, as well as interview and make recommendations to hire new contractors and/or inspectors.
* Travel on a regular basis to ensure projects are progressing as scheduled.
* Regularly update local management in regards to the progress of projects, potential problems and/or other concerns.
* Deal with a wide variety of people with tact, courtesy and professionalism.
* Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
* Maintain a regular, dependable attendance and a consistently high level of performance.
* Will work non-traditional hours as needed.

EDUCATION:
* Associate's degree or certificate from an accredited institution in Civil, Mechanical, Petroleum, or Chemical Engineering or a related discipline.
* A minimum of five (5) years' direct work experience in natural gas industry related project management or construction may be considered as a substitute for a degree/certification.
EXPERIENCE/SPECIFIC KNOWLEDGE:
* Minimum of five (5) years' direct work experience in construction management of natural gas or hazardous liquid pipeline or facility projects including high-pressure gas and liquid transmission, metering, compression, pump station, storage, truck loading terminals, gathering, treating, and processing.
* Must have full complement of project management skills including: project scoping and estimating cost and schedule control, design and construction management, team building, resource planning, procurement, and permitting.
* Must be able to understand the needs of the business unit(s) for which work is being performed.
* Must possess a general understanding of how corporate policies, procedures, practices and processes relate to the pipeline business segment, associated business units, and internal and external customers.
* Must possess basic understanding of midstream and downstream projects.
* Strong analytical skills and logical thought processes.
* Exceptional verbal and written communication skills, including, but not limited to, the ability to present ideas, proposals and results to Operations Management and to internal and external customers.
* Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager).
* Solid leadership, communication, motivation and interpersonal skills, and the ability to manage projects(s) that will include working with individuals with varying disciplines, backgrounds and experience levels.
* Working knowledge of applicable regulations and agencies such as DOT, OSHA, and various state counterparts.
* Familiarity with DOT, NEC, ASME, API, and ASTM and other specifications, standards, and recommended practices typical in the natural gas or hazardous liquid transportation industry.
* Must be familiar with different construction techniques, including welding procedures.
* Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint and Outlook.
CERTIFICATIONS, LICENSES & REGISTRATIONS:
* Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers (for travel).

* Job level commensurate with experience and skill sets; position will be filled depending on qualifications, experience and skill sets of the successful candidate. May be filled as a Sr. Coordinator-Construction Operations.

WORKING CONDITIONS:
* Travel is required and anticipated as 40-50% across a geographic region.
* For work performed out-of-doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.

* Must be able to communicate effectively with fellow workers and demonstrate adherence to established safety policies and procedures.

SUPERVISORY RESPONSIBILITY:
* Yes, oversee and manage contractors.
PREFFERED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS & ABILITIES (above the minimum requirements, not required but advantageous in this position):
* Training in project management software (CADD) and techniques including project scoping and estimating utilizing work breakdown structures, cost and schedule control systems, design and construction management, team building, resource planning, procurement, and permitting is a plus.
* Knowledge of natural gas and oil pipeline, plant and pump station operations.
* Experience with FERC pipeline projects.
