Position Type: AdministratorDate Posted: 9/3/2024Location: Central OfficeCOORDINATOR OF RECRUITMENT & RETENTION REPORTS TO: Director of Human Resources & Labor Relations PRIMARY FUNCTION: Under the direction of the Director of Human Resources and Labor Relations, the Coordinator of Recruitment & Retention will lead recruitment efforts for the New Haven Public School system. Establishes and maintains a robust and positive working relationship with school principals and central office staff to support the sourcing, assignment, induction, retention, development, and performance of high-quality candidates for all school-based and central office positions. The Coordinator of Recruitment & Retention will support and develop the recruitment initiatives for NHPS through effective planning, design, and development to ensure that top-quality candidates join the NHPS Team. The Coordinator of Recruitment & Retention's responsibilities include positioning NHPS to become an employer of choice and using creative and innovative methods to attract the highest quality candidates. In addition, the Coordinator of Recruitment & Retention will partner with members of Talent Management and Senior Leadership to support the recruitment of all candidates, support principals in the selection process, and coordinate new employee orientation. This Coordinator of Recruitment & Retention will evaluate the effectiveness of recruitment initiatives through compiling and analyzing data and preparing and distributing reports on the recruitment and retention of employees. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of human resources management systems, including state and federal laws, rules, policies, and procedures concerning the staffing and recruitment functions. Experience managing Applicant Tracking Systems and strategic recruitment actions. Knowledge of developing critical human resources processes to increase operational efficiencies and ensure high-level customer service. Demonstrated ability to collaborate with multiple stakeholder groups to ensure that training and development of all employees support the strategic direction of the school system. Ability to interview and judge a candidate's potential to be a successful employee of the NHPS. Ability to manage a program with multiple competing priorities and work as part of a team across various departments to accomplish goals. A passion for improving urban public education and supporting schools to ensure high-quality teaching and learning for all students. Stellar judgment, high-level project management, and organizational skills, along with problem-solving capabilities. TYPICAL DUTIES AND RESPONSIBILITIES:
- Develop, implement and manage strategic initiatives to recruit outstanding educational personnel for all areas of need within the New Haven Public School District.
- Develop a cost-effective and innovative diversity recruiting/marketing strategy that builds a pipeline of high-quality prospective educators with all levels of specialties to meet the diverse needs of the NHPS student population.
- Perform extensive analysis of pre and post-recruitment, marketing, and communications strategies to evaluate the effectiveness of programs, results, and costs per candidate.
- Expand relationships with key partner organizations (e.g., college/universities and higher learning programs such as the Alternate Route to Certification) to incorporate a progressive ability to reach target applicants and develop pipelines of future candidates.
- Develop and update interview guides and rubrics for candidate evaluation.
- Work with Principals and Central Office Administrators in creating and revising job descriptions to meet the unique and diverse needs of the NHPS portfolio school district.
- Maintain the database of job descriptions to ensure they continue to reflect and support the NHPS needs.
- Create a systematic process for gathering and analyzing exit interview data to inform our recruitment initiatives.
- Improve the effectiveness and efficiency of recruiting, screening, and hiring at New Haven Public Schools by the following:
- Proactively manage, monitor, track and communicate with high-quality candidates via an online system.
- Effectively conduct resume screenings, preliminary interviews, and reference checks to provide hiring managers and school-based screening committees with the highest quality candidates to interview.
- Work with candidates to meet necessary licensure requirements, including completing required tests and advising them on teacher preparation programs.
- Identify exceptional candidates for the district and ensure candidates meet all licensure and certification requirements.
- Provide ongoing support to and communication with highly recommended candidates.
- Track accepted offers and coordinate with the NHPS Staffing Team to ensure the effective hiring of new teachers.
- Work with the HR Staffing Team to manage vacancies to meet the staffing needs at each school by subject area.
- Provide outstanding customer service to school principals and central office departments.
- Cultivate high potential diverse candidates by building excitement and interest through outreach and advertising activities:
- Advertise and communicate job postings on targeted websites, newsletters, and other relevant publications based on devised strategic recruitment plan.
- Organize and manage the effectiveness of specialized recruiting events and programs for all identified academic areas of need.
- Participate in on-site recruiting events at college campuses, job fairs, and targeted student and professional organizations.
- Coordinate annual NHPS representation at a limited number of national educator conferences to recruit diverse, highly qualified candidates.
EDUCATION, TRAINING, AND EXPERIENCE:
- Five years of recruiting, developing outreach plans, and marketing to attract high caliber and diverse talent into an organization.
- Bachelor's degree in related field; master's degree preferred.
- Ability to travel and commit to a very flexible schedule. The position requires the ability to work some weekends and evenings.
- Experience developing and implementing a recruitment and marketing plan to attract high-caliber talent into an organization or program.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, and comfort with learning and utilizing new information technology applications. (e.g., Munis and Applitrack tracking systems)
- General knowledge of HR practices and policies.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Connecticut Administrative Certification Requirements: 092 Certification SALARY AND TERMS OF EMPLOYMENT: 12-Month work year; Local 18-School Administrators Association. EVALUATION: Evaluated annually by the Chief of Staff SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening work required, including attendance at Board of Education meetings and events, school system meetings and circumstances, and community activities.
