HOURLY RANGE: $34.446/hr-$47.109/hrDISTINGUISHING FEATURES OF THE CLASS: The work involves the planning, implementation, and coordination of preschool and early intervention services to include the clinical practice in one of the following specialty areas: occupational therapy, physical therapy, speech-language pathology and special education services. Incumbent provides quality assurance oversight for youth rehabilitation services as provided by the Pediatric Educational and Diagnostics Services Department of Erie County Medical Center Corporation (ECMCC). This is a professional position responsible for the development and coordination of programs to provide rehabilitative services to preschoolers, toddlers, and infants in a variety of settings. The incumbent develops program goals, coordinates services provided within the specialty area assigned, and serves as a liaison to local governmental agencies, school districts, and other agencies. Work is performed under the general supervision of a higher-ranking professional employee of the Medical Center. Supervision is exercised over professional and clerical staff. Does related work as required.TYPICAL WORK ACTIVITIES:
  • Supervises early education and early intervention services provided to preschoolers, infants and toddlers in Erie County and surrounding areas;
  • Oversees clinical practice for therapeutic and/or special education services and quality assurance responsibilities for lower-level staff providing youth rehabilitation services including OT, PT, Speech-Language Pathology and Special Education;
  • Assists in planning of budgetary needs and supervises performance of assigned licensed or certificated professional staff;
  • Reviews overall Individualized Family Service Plan (IFSP) or Individualized Education Plan (IEP) for each child to ensure services are delivered as outlined and in accordance with applicable laws and regulations;
  • Evaluates effectiveness of department operational procedures and recommends and implements changes in policies and procedures;
  • Recruits and orients staff;
  • Implements and audits assigned aspects of an on-going quality assurance program;
  • Maintains regular communication with applicable local and State agencies, programs and committees as required;
  • Coordinates service needs;
  • Oversees patient intake;
  • Attends and participates in required meetings;
  • Assists in scheduling of staff;
  • Prepares program reports and maintains records on program performance;
  • Participates in and may coordinate organizational, community and professional meetings and functions;
  • May perform direct care services.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the terminology, practices and equipment used in providing licensed therapy or certified special education (as appropriate) services to children with handicapping conditions and learning disabilities; thorough knowledge of quality assurance principles and practices for youth rehabilitation services; thorough knowledge of New York State Early Intervention Program and New York State Preschool Special Education services; good knowledge of applicable laws, rules, regulations and accreditation standards as they relate to children with handicapping conditions and learning disabilities; ability to supervise and coordinate the activities of a professional rehabilitative services personnel; ability to work and supervise a multidisciplinary treatment team; ability to prepare and present reports; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; strong interpersonal skills; capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM QUALIFICATIONS:Two (2) years of experience providing services to children in a specialized early education and/or early intervention program as a Speech-Language Pathologist, Occupational Therapist, Physical Therapist or Special Education Teacher and two (2) years of administrative or supervisory experience.SPECIAL REQUIREMENT: Must meet a minimum of one (1) of the following five (5) requirements:
  • Possession of a license and current registration to practice Speech-Language Pathology in the State of New York as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment; and Possession of certification as a Teacher of the Speech and Hearing Handicapped (TSHH) or Teacher of Students with Speech and Learning Disabilities (TSSLD) as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment; or
  • Possession of one (1) of the following certifications as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment:a. Permanent Teaching Certification in Special Education; or:b. Professional Teaching Certification in Students with Disabilities Birth - Second Grade; or
  • Possession of a license and current registration to practice Physical Therapy in the State of New York as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment; or
  • Possession of a license and current registration to practice Occupational Therapy in the State of New York as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment; or
  • Possession of one (1) of the following certifications as issued by the New York State Education Department at the time of appointment and maintenance throughout duration of appointment:a. Certification as School District Administrator; orb. Certification as School Building Leader; orc. Certification as School District Leader
  • ADDITIONAL SPECIAL REQUIREMENT: Possession of a valid New York State Driver License and use of a private automobile at time of appointment and maintenance throughout duration of appointment.NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements
