Leads, plans, organizes and directs the operations of the Corrections Department. EXAMPLES OF WORK•Directs and manages all departmental functions, including, but not limited to facility security, inmate medical services, maintenance and sanitation of facilities, warehouse, other inmate services and administrative functions.•Interviews, hires, disciplines and terminates staff and officers pursuant to county policies and procedures.•Leads and supervises staff; trains assigned staff and officers and completes performance reviews.•Ensures all personnel within the department are held to the highest ethical and professional standards; establishes performance standards; provides on-going training to ensure that all officers are consistent in knowledge, interpretation and application of local/state/federal requirements.•Prepares and submits a proposed budget of expenditures for the maintenance and operation of the county correctional system and for the revenues from the General and Inmate Welfare Funds.•Administers the department budget. Ensure that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal controls; assures effective and efficient use of budget funds, personnel, materials, facilities, and time.•Recommends and communicates policies and priorities of the County Administrator, Deputy County Administrator, and/or Board of County Commissioners. •Recommends to the Deputy County Administrator & County Administrator the addition of staff and officers pursuant to standards of employment established by the County and the Florida Department of Law Enforcement Criminal Justice Standards and Training Commission.•Enforces all rules, regulations, state laws and administrative rules of the Okaloosa County Department of Corrections concerning the operation and maintenance of the county jail. Ensures full observation and compliance. •Enforces discipline among inmates in and about the jail. Authorizes the assessment of punishment to inmates when it is necessary in order to enforce proper discipline, conforming always to the law, rules, and regulations.•Prepares reports, correspondence, and related written communications.•Researches problems and complaints; resolves complex and sensitive issues, either personally, by phone, or in writing. Maintains records and documents of customer service issues and resolutions.•Responds to inquiries from employees, officials, attorneys, visitors, news media and other criminal justice professionals.•Develops growth strategies; plans for growth.•Conducts facility inspections and seeks to obtain appropriate corrections certification.•Conducts investigations as necessary.•Makes presentations to groups, inside and outside of the county government.•Attends professional training, obtains applicable personal certifications and ethical training and other personal development to remain current and up to date in correction trends, legalities, and methods.•Serves on the Public Safety Coordinating Council and interacts with judges, sheriffs, and other officials and staff regarding areas of regional public safety importance.•Responds to declared local emergencies both inside and outside the correctional facility, assisting where needed. •Performs other duties as assigned. MINIMUM QUALIFICATIONS Education, Training, and Experience: Requires a Bachelor's Degree from an accredited college or university in a related field; supplemented by seven (7) years of progressively responsible experience in law enforcement or correctional work, three (3) years of which must have been in an upper management correctional supervisory capacity; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Must meet statutory requirements as outlined in sections 943.13 F.S. and 943.135 F.S. Experience with Microsoft Word and Excel required. Licenses and/or Certifications: Requires a valid drivers' license. OTHER REQUIREMENTS Physical Requirements: Must be able to exert 25 to 50 pounds of force occasionally, 10 to 20 pounds of force frequently, or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Requires the ability to position self in confined areas, for work overhead and to ascend/descend ladders, stairs, scaffolding, ramps, poles and the like. Requires the ability to traverse irregular, uneven, and/or erratically moving surfaces frequently. Must be able to complete work tasks by bending spine at the waist, requiring full use of the lower extremities, back muscles and spine. Requires the ability to move about on hands/knees or hands/feet. Must be able to reach, extending hands in any direction, and to handle, seize, hold, grasp, turn or otherwise work with hands and/or fingers. Prolonged periods of walking and/or standing frequently are required in this position. Physical demands are in excess of those for sedentary work.Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Numerical Aptitude: Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion.Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact.
