Job Description
Assists in historical data analysis and maintenance of historical databases, estimate development and in preparation of graphic presentations by summarizing estimating data.
Responsible for detailed estimates of man hours and indirect costs.
Provides input and output from Estimating software
Leads discussions with clients, vendors, personnel in other departments to discuss and formulate estimates and resolve issues.
Leads discussions with engineers, architects, owners, contractors and subcontractors on change and adjustments to cost estimates.
Uses relevant information and individual judgement to determine whether events or processes comply with laws, regulations, or standards
Independently determines material and labor requirements
Independently determines type, quantity and quality of resources required.
Prepares and maintains a directory of suppliers, contractors and subcontractors.
Independently prepares time, costs, resources, or materials needed to perform a work activity.
Considers the relative costs and benefits of potential actions to choose the most appropriate one.
Compiles codes, categorizes, calculates, tabulates, audits or verifies information or data.
Enters, transcribes, records, stores, or maintains information in written or electronic form.
Prepare and maintain high quality Independent Government Cost Estimate (IGCE) and Independent Cost Estimates (ICE).
Provides direct assistance to clients within the context of project assignments and expertise.
Serves as mentor and performs peer reviews of technical work products of employees at lower grades.
Job Requirements
Bachelor's Degree from an accredited university in Construction Management, Engineering or related discipline or Ten to Fifteen years of relevant experience
Five to Ten years of experience in conceptual estimating and design/build delivery working for Federal, Military, and commercial building construction and renovation projects
Significant experience with Project Controls EVMS processes and project management software such as Timberline, Primavera P6, Cobra, MII and Deltek Costpoint
Detailed knowledge of cost estimating, including developing detailed cost estimates and BOEs using Code of Accounts to develop a cost history database that is company specific, and performing cost modeling for large projects
Significant knowledge of current industry pricing and construction practices
Detailed knowledge of Microsoft Office Suite
Preferred Qualifications:
DOE experience.
D&D, D&R or S&M project experience.
Significant experience with data base management.
Experience estimating large and diverse program and projects with multiple appropriations in a multi-contract environment.

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
