Compensation Grade: S19Salary Range: $79,884.00-$115,834.00Opening Date: November 29, 2024Closing Date: December 14, 2024Please Note: All job announcements close at 11:59 p.m. of the day before the posted closing date.Cost Estimator-In-TrainingAs a Cost Estimator-in-Training for the Airports Authority, you will gain real-world experience and industry knowledge in phases of project life cycle costing, from planning to completion, and emphasize practical experience, industry best practices, and cost estimation techniques.This is a developmental level position and may lead to the full performance Cost Estimator within the Office of Engineering.After 24 months of successful performance and demonstrable ability to:Develop a comprehensive understanding of Design Manual Estimating Standards.Learn cost-estimating best practices.Review construction documents to thoroughly grasp project intent.Create preliminary cost estimates, including labor, materials, and equipment.Utilize departmental software such as RS Means and Bluebeam.Stay informed on industry trends and best practices.Communicate effectively with architects and engineers to clarify project scope.Present cost estimates to management and other stakeholders.Prepare Independent Cost Estimates (ICE).Evaluate contractors' cost proposals.Assist in budget preparation and monitor project cost progression.Collaborate with project managers to assess cost developments.Review and evaluate A/E design submittals and cost estimates.Support change request negotiations.Upon achieving these criteria, a one-grade increase is awarded non-competitively, and the employee will be eligible for a non-competitive promotion to the full-time role of Construction Project Cost Estimator (S23671).GENERAL RESPONSIBILITIESReviews design submittals, plans, and specifications and provides estimate review comments.Prepares independent cost estimates for change requests, analyzes contractor proposals, and assists with negotiations.Visits construction sites to evaluate changes and ensure accurate scope of work.Collaborates with the Design and Construction Departments to ensure cost alignment with design objectives and project timelines.Coordinates with project controls and schedulers to evaluate cost and schedule impacts on project delivery.Assists in the preparation of detailed project budgets and cost forecasts.Provides management with updates on construction budgets, independent cost estimates, and design or construction change notices.Quantifies project risks and develops contingency plans to address potential cost overruns.Stays updated on industry trends, including forecasts for construction materials and labor costs.Performs other duties as assigned.QUALIFICATIONSThree (3) years of experience in the construction or engineering field. A master's degree may substitute for two years of required experience.Strong analytical, mathematical, and communication skills.Ability to interpret construction documents and translate them into accurate cost estimates.Proficiency in project management and estimating software systems.Ability to collaborate effectively with engineers, architects, and contractors.PREFERRED QUALIFICATIONCertified Estimating Professional (CEP), Certified Professional Estimator (CPE), or equivalent certification.EDUCATIONBachelor's degree in engineering, construction management, or a related field.CERTIFICATIONS AND LICENSES REQUIREDState driver's license in good standing.NECESSARY SPECIAL FACTORSWork is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.Operates vehicle landside and airside (requires AOA permit).May be exposed to some adverse weather conditions and dust, grease, and dirt when visiting work sites.
