The individual in this position reports directly to the County Children and Youth Services Deputy Director. Guided by the vision and mission statements of the agency, the person in this position must possess a working knowledge of all federal, state, and local regulations, policies and procedures to assure that services are delivered to address safety, permanence and well-being of all children served. Essential Duties and Responsibilities
- Management of program units including direct supervision and administration of program units including direct supervision of the supervisors of each unit.
- Ensure consistency with a child's safety, making all reasonable efforts to prevent out of home placements.
- Oversees an immediate response to Child Protective Service cases, the assessment on General Protective Service cases and ensures services are provided or arranged to assure the safety of children.
- Work with the child and family to return the child home as soon as possible or recommended alternative permanent placement to the Juvenile Court for children placed outside the home.
- As a part of management team, this individual will process and share information from the supervisory group to administration and vice versa.
- Participation in the development of management goals and the Needs Based Budget process and implementation are included responsibilities.
- Develop of protocol and policy is a shared responsibility of management and administration.
- Needs and service assessment are functions performed to identify strengths and needs within the system and community to assure timely and quality service delivered to families.
- Collaboration with service providers to manage resources efficiently and effectively is part of this management function.
- Responsibilities include participation in the development of management goals, objectives and Needs Based Budget initiatives with specific responsibility for implementation and ongoing monitoring of initiatives approved for units, programs and/or services supervised; policy development; oversight pertaining to annual licensing inspection and any corrective actions.
- Identification of service needs/gaps and development of programs to address needs.
- Hold quarterly meeting within supervisory group to allow for communication of service needs and barriers to services.
- Conduct staff trainings to ensure new mandates are met.
- Act as liaison to service providers as assigned.
- Participate in development and review of RFP process.
- The supervisory function of this position requires direct formal and informal supervision of unit supervisors.
- Activities included are processing of clinical case information, review of safety assessments and safety planning, concurrent planning and permanency related activities, determining training needs and performance evaluations.
- Data collection for the Needs Based Budget as well as other projects is required as well as compliance with other systems such as AFCARS.
- The manager is responsible to assure the supervisors under their supervision understand all regulations and procedures and are accountable for the supervisor's performance.
- Supervision of supervisors requires providing information in areas of clinical competencies, supervisor techniques, management and budget information, community service statistics, training needs and availability and assessment of performance. Establishing procedures for the implementation of Act 148 and Act 151 regulations, provide for the administration of in-home or home based program services, including, safety assessment; risk assessment, child protective services, treatment planning; service planning and program implementation for supervisory units.
- Assuring the timely delivery of services by the units supervised, review and/or prepare required reports, statistics, and correspondence and assure that the same are submitted as required for all service programs.
- Review and maintenance of quality assurance procedures for agency services which include the timely preparation of reports covering:
- Service delivery levels and program capacity
- Quality of available services
- Evaluation of personnel performance
- Staff and financial resource allocation
- Read and review case sampling of in home placement records
- Integrity of computer system data
Interpreting policies, procedures and regulations of supervisory units to the community, including the operation and delivery of services for families receiving child protective services.Other related duties as assigned. Required Knowledge, Skills and Abilities
