Closing date: December 27, 2024Job SummaryServe as department head with overall responsibility for the policy, administration, and operation of the County Highway Department, Planning Office, and Vector Control Department. Serve as the County's technical representative on the FM Diversion Project, MetroCOG, NDACo, NDDOT, and other policy groups.Scope of ResponsibilityReceive broad overall policy guidance from the County Commission, County Road Advisory Committee, County Planning Commission, County Vector Board, and Diversion Authority Board.Provide supervisors with policy and broad procedural guidance. Provide guidance to supervisors on Department priorities and project selections.Ensure Cass County's transportation goals are interdependent, mutually supportive, and apply to our transportation system's infrastructure and services to include the following:
Safe and secure transportation.Sustainable and reliable mobility through planning and maintenance.Communication and cooperation with landowners, townships, cities, NDDOT, and other stakeholders.Transportation supports economic growth with consideration of environmental, cultural, and social impacts.Cost effective construction with diversified and sufficient funding.Essential Duties and ResponsibilitiesOverall, responsible for all activities directly or indirectly relating to the County Transportation, Public Works System, Planning, and Vector Control. The Cass County highway system consists of 640 miles of roadway covering 1,768 square miles and 582 bridges of which 228 span 20 feet in length or greater. Supervise approximately 40 full-time employees and over 40 part-time/seasonal employees. North Dakota Century Code defined duties are listed in Section 11-31.

Minimum Qualifications
- Bachelor's Degree in Engineering and Professional Registration.
- Master's Degree in Management field preferred
- Extensive additional formal training and experience in leadership and management preferred.
- The ability to develop and implement prudent and effective policy regarding numerous areas of county public works services.
- Ability to communicate effectively with elected officials, the media, and the public.
- Engineering expertise in design, construction, and maintenance of highway pavements, bridges, and flood/hydraulic structures.
- Ability to effectively lead and motivate 3 organizations employing up to 100 persons.
- Understanding of design and construction law.
- Understanding of land use regulation principles and laws.
- Understanding of cost accounting principles.
Physical Demands and Working ConditionsStrenuous physical activity is not required. Work is generally in an office environment. Job does require periodic inspections at outdoor project locations. Position requires presence and presentations at numerous meetings of public officials and citizens.Tools, Equipment, Vehicles, and MachinesComputers, calculators, automatic level, knowledge of GPS survey equipment, soil, concrete, and asphalt testing equipment.Review of Work
- Overall policy issues and budgets are reviewed and/or adopted by the County Commission.
- Highway and Bridge projects involving Federal Funds are subject to review by the State Department of Transportation and Federal Highway Administration.
- Policies and budgets are reviewed by elected officials for compliance with County Commission priorities and sound fiscal policy.
- Federally funded highway projects are reviewed by State and Federal Officials for compliance with appropriate federal design and construction standards.
- County Commission is provided with monthly reports.
- Project design and construction are reviewed by State and Federal officials at various intervals throughout the project.
