Job DescriptionHennepin County District Court invites qualified applicants to apply for a Court Operations Specialist position in the Civil Division. This position will support all the Civil Departments: Civil Filing, Conciliation Court, Housing Court, and Judgments. This is a diverse, professional environment that promotes equity for all court staff and court users.The Court Operations Specialist within the Fourth Judicial District division uses their vast knowledge of court operations, technical expertise, advanced problem-solving skills, and leadership skills to serve as a primary resource for staff and internal/external stakeholders. The Specialist proactively identifies workflows or process issues through analysis and research, making accurate and timely decisions in the face of ambiguous or difficult situations, and providing consistent training in court operations under limited supervision. The Specialist plays an integral role in keeping operations running smoothly, is a subject matter expert for the civil division, and performs advanced court operations work.This position will spend a significant amount of time on report monitoring/analysis, quality assurance, training, compliance, and complex case processing with the primary focus on staff support, the ability to exercise independent judgment, effectively manage competing demands and is expected to perform the full scope of varied clerical work involved in case processing.This AFSCME-represented position is classified as a Court Operations Specialist, with the same working title. The Civil Division is located in the Government Center in downtown Minneapolis at 300 South Sixth Street. Typical hours for this position are 8:00 a.m.-4:30 p.m., Monday-Friday, with some flexibility based on business needs. This position will be expected to work onsite and may involve some remote work, depending on business needs, and a reliable internet connection will be required if working remotely. - Report Management - Generate and review reports to check work of staff and ensure compliance with applicable policies, procedures, rules, and guidelines; may work with employees to correct errors or issues.
- Generates, compiles, and analyzes daily, weekly, and monthly reports; monitoring court operation processes for the purpose of identifying trends, issues and proactively making recommendations for improvements.
- Draft and maintain procedural guidance and training manuals, develop training plans, and oversee staff training. Provide feedback on the use of technology, case processing, and court procedures.
- Serves as a primary resource to staff; leading, coordinating, or participating in team meetings and training; maintain knowledge of court policies, processes, and procedures; distribute and explain new Court Administration Process (CAPs). Independently compare current processes with recommended or required changes to procedures, polices and/or processes and advise supervisor on impact and recommend needed changes.
- Review legal documents for completeness, adequacy, accuracy, restricted identifiers, and compliance with rules and/or statutes; determine processing required and take necessary action in accordance with court rules, statutes, and procedures; maintain and organize division or county resources and materials electronically while utilizing applicable technology.
- Perform the full range of court operations work within the Civil Division, including but not limited to case initiation, using the electronic case processing system, and any related applications and equipment.
TYPICAL QUALIFICATIONS:Below are the past experiences that will enable success in the role. For education requirements listed, the equivalent number of years of related experience may serve as a substitute.Minimum Education and Experience:
- High school diploma or equivalent
- Minimum of at least two (2) years of experience as a Court Operations Associate or equivalent experience
Minimum Knowledge, Skills, and Abilities:
- Considerable knowledge of court procedures and policies, laws, legal terminology, and legal factors pertaining to the court, to serve as a subject matter expert and resource for court operations staff, using advanced knowledge and expertise to answer questions, address complex or unique case processing situations, and solve problems.
- Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws, statutes, rules, policies, and procedures related to the area of assignment.
- Ability to adapt technical and procedural training to the various learning styles of staff.
- Ability to take direction well and maintain a professional and positive attitude through challenging circumstances.
- Self-directed and motivated with demonstrated leadership skills and the ability to independently make decisions in accordance with laws, regulations, and departmental policies and procedures.
- Proficiency in Microsoft applications, MNCIS, eFS and SharePoint.
- Ability to communicate effectively, both orally and in writing, while addressing both customer and stakeholders needs.
- Ability to work respectfully with people from diverse backgrounds.
- Ability to prioritize and work well under pressure in a high volume, fast-paced work environment with attention to detail and accuracy.
- Flexible and adaptable to changes with workloads, job assignments, new procedures, various computer systems, court trends, and priorities.
Preferred Qualifications:
- Knowledge of current Hennepin County District Court Civil Division policies and procedures.
- Experience resolving customer disputes, issues, questions, or clarifying applicable guidelines.
- Experience with using critical judgment to make decisions that impact court processes and affect multiple stakeholders.
- Experience providing technical and procedural training.
- Experience reviewing work of others for accuracy and providing feedback for corrective action.
- Experience writing job procedures and develop training materials in a clear and concise manner.
- Experience with MNCIS reports.
- Experience researching and remedying financial transaction-related discrepancies.
SALARY:The expected starting salary range for candidates is $22.04 - $29.57 per hour ($46,019 - $61,742 annually). The full salary range for this position is $22.04 - $37.09 per hour ($46,019 - $77,443 annually). This position is non-exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.SUPPLEMENTAL INFORMATION:
