For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.The Judiciary offers a strong opportunity for growth.The New Jersey Judiciary is seeking a decisive, goal-oriented professional with a commitment to exceptional customer service and total quality management. Under the direction of the Court Executive 3A (Chief, Court and Judicial Security) and under the direct supervision of the Assistant Chief of the Court and Judicial Security Unit, the selected candidate will perform a variety of highly responsible, complex professional administrative functions. The candidate must also have the ability to adapt to change and adjust multiple priorities in a fast-paced work environment producing optimal outcomes. The selected candidate will assist in the development and implementation of strategic plans, policies, and trainings related to security in furtherance of the Judiciary's Model Court Security Plan. The selected candidate will interact with all levels of Judiciary staff and judges. The selected candidate will demonstrate outstanding written and oral communication skills and be able to compose clear and concise correspondence and reports. The selected candidate will demonstrate expertise in utilizing technology and computer applications to analyze and communicate data; and maintain a high degree of confidentiality pertaining to sensitive documents and correspondence; and will perform related work as assigned. REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.Example of Duties
  • Coordinate the issuance, renewal and collection of the NJ State Judiciary Photo ID cards for Central Office employees, enter and update records in the Cards On Line database, issue and audit Richard J Hughes building access cards for employees, enter and update the Access It Universal system, manage access requests for VIPs.
  • Verify credentials and maintain confidential files in accordance with the Cards On Line system records retention schedule.
  • Maintain the Employee Emergency Travel Pass roster and ensure that New Jersey State Police Regional Operations Center is provided updates.
  • Assist in the development of curriculum for users of the Judiciary Incident Reporting System ( JIRS ) and conduct training for users of the system.
  • Assist in the training and coordination of the pre-approved Judiciary situational safety and general security classes both in the Central Office and vicinages.
  • Coordinate Needs Assistance List with Title II ADA Coordinator.
  • Review Judiciary Incident Reporting System incidents in the database for completeness and conduct follow up with vicinage operations when required. Support Operations Managers in the acquisition and submission of supplemental materials regarding Judiciary Incident Reporting System.
  • Coordinate duress alarm testing for Judiciary, Office of Attorney Ethics, Probation, Records and off-site judges' chambers.
  • Research, compile and prepare statistical reports for court management, analyze data and make recommendations to management.
  • Support Workplace Violence Liaisons/Operations Managers regarding JIRS (generally) and document input.
  • Unit calendar and training coordination.
  • With the assistance of members of the Court & Judicial Security Unit, draft, review, revise and update training manuals, recruitment materials, and other document content.
  • Receive and triage calls and correspondence received regarding threats, and other security related issues and projects.
  • Build and maintain relationships and serve as a liaison to the Sheriffs Association of New Jersey, New Jersey State Police, U.S. Marshals Service, and other law enforcement agencies involved in court security and the New Jersey Judiciary Security Management Response Team (NJSMART) program.
  • Communicate directly with Judges and Court Executives, triaging threats and other incident reports, forwarding information to Judiciary senior management, the New Jersey State Police, and vicinage Sheriff's Office as necessary
  • Develop and present the Emergency Evacuation Plan and Training for all Central Office locations, security presentations for municipal Court Administrators, and the Richard J. Hughes Building New Employee Security training for all new employees.
  • Review site construction floor plans to assess for security concerns and provide feedback to the Facilities Unit and the Vicinages.
  • Perform building security assessment for vicinages and provide a comprehensive written document for use by the vicinage in determining expenses related to security enhancements and budget planning.
QualificationsGraduation from an accredited college or university with a bachelor's degree and three years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience. Education Note: Degrees conferred outside of the United States must be evaluated by a recognized evaluation service.
