Position Summary: The Division of Inclusive and Accessible Learning (DIAL) is seeking an experienced Data and Outreach Coordinator to be part of the Central Equitable Services Team. DIAL is engaged in a system-wide reform of equitable special education services and is building capacity to improve family engagement, nonpublic school engagement, evaluation completion, IESP development and service provision. T he Data Outreach Coordinator is an integral member of the IESP Unit and will support this work through communication with internal and external partners that enable DIAL to provide oversight and high-quality programs. This work will also include the creation of analytical reports and presentations that will inform planning for program growth. Performs related work. Reports to: Senior Counsel for Equitable Services Direct Reports: Data Consultants as needed Key Relationships: The Data Outreach Coordinator will work closely with the senior leadership of the division's Equitable Services Team and Data Team and with key members of many other NYCPS offices, including the Division of Instructional and Information Technology (DIIT), Office of Nonpublic and Charter Schools (ONPCS ), Office of Academic Policy and Systems (OAPS), Office of Student Enrollment (OSE), Committees on Special Education (CSEs) and the Office of General Counsel (OGC). Responsibilities
- Develop reports that will provide NYCPS managers at the central and field level the ability to effectively manage and improve all aspects of the special education process for parentally placed students.
- Develop communications and materials for schools, and community-based organizations based on updates to relevant policies and operational needs.
- Provide specialized program school and student level data to central offices and community based organizations as requested.
- Work with a diverse constituency that includes teachers, school leaders, and community-based organizations.
- Coordinate and oversee the successful production of special education operational and management reports related to the work of the equitable services team.
- Interface with users and all other stakeholders in order to determine and plan for evolving data requirements.
- Design and run both ad hoc and regular reports to meet a variety of needs for senior leadership of DIAL, and other senior leaders in central NYCPS offices.
- Develop knowledge base and expertise in order to serve as a subject matter expert on all IESP-owned data systems. Serve as a direct resource to identify solutions to systems problems.
- Provide reports to IESP senior leadership, using quantitative and qualitative data. Support system enhancements and updates.
- Assist in the development and implementation of a comprehensive monitoring and evaluation plan to ensure that feedback from key stakeholders informs ongoing work.
Qualification Requirements: Minimum
A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least one (1) year of experience as described in 1 above. Preferred

- Creative problem solver with the ability to perform independent, thoughtful analysis around important educational issues.
- Well-organized; able to work under pressure and effectively prioritize in a demanding environment.
- Ability to trouble-shoot, problem-solve, and anticipate issues needing resolution.
- Ability to develop concise and powerful research/data summaries and presentations.
- Strong project management skills, attention to detail, extremely well-organized, able to multi-task, and able to meet frequent and changing deadlines.

- Ability to use Microsoft Access for data analysis and management tasks, including the use of data extracted from mainframe data sources.
- Experience and/or knowledge of special education in an educational or government setting.
- Experience or working knowledge of the public sector and/or interest in public education.
- Experience in pulling data from various/diverse systems
- Knowledge of NYCPS data systems, e.g., SESIS, ATS and STARS, preferred.
- Knowledge of SQL and relational databases.
- Experience using Microsoft Access, including table, query (all types), report, and form development.
- Use of mail merge function in Microsoft Word.
- Experience using Microsoft SQL Server Management Studio a plus, specific knowledge of SQL querying for data analysis.
- Experience with business intelligence tools such as Microsoft Power Bi and/or Tableau, a plus.
- Experience or working knowledge of the public sector and/or interest in public education.
- Knowledge of NYCPS processes and systems.
- Familiarity with New York State special education laws, policies and practices.
Salary : $60,733 - $91,533 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
