Department: Community Relations Reports To: Senior Vice President Community RelationsOVERVIEW:The CRA Officer is responsible for evaluating the Bank's performance under the Community Reinvestment Act (CRA). This includes conducting statistical analysis related to the Home Mortgage Disclosure Act (HMDA) and CRA, focusing on the Investment, Lending, and Services Tests. The CRA Officer oversees all CRA-related duties, including managing software systems, documentation, training, and ensuring compliance with HMDA, CRA, and applicable regulations and laws.PRIMARY ACCOUNTABILITIES / RESPONSIBILITIES:Performs any functions necessary, within scope of authority and expertise, to provide the highest level of service and responsiveness to customers and the community in which it serves. Manage and analyze the Bank's CRA performance in all three CRA tests (Lending, Investment, and Services). Ensure that all CRA reportable loans and investments are identified and meet regulatory requirements. Utilize CRA Wiz (or similar software) to generate and analyze CRA performance reports for Community Development, HMDA, and Small Business Lending, ensuring CRA objectives are met. Perform monthly gap analysis to identify areas of opportunity in the Bank's assessment areas. Prepare and report the Bank's CRA performance quarterly, including community needs assessments and CRA self-assessments. Prepare assessments under the Large Institution Test, focusing on HMDA and Small Business Lending inside and outside the Bank's assessment area. Monitor and ensure loan penetration for low- and moderate-income households and small businesses, conducting analysis as required. Perform CRA and HMDA data integrity reviews and ensure timely, accurate CRA and HMDA submissions. Track community development loans, investments, qualified CRA grants, and service activities, ensuring proper documentation for regulatory purposes. Coordinate with regulators during CRA examinations and assist with audits. Maintain the Bank's CRA policy, public file, and related documentation, updating as necessary. Develop and deliver CRA and Community Development training for Bank personnel and lenders, ensuring branch visits and training occur annually. Coordinate and chair internal CRA committee meetings and manage external Community Investment Committee meetings quarterly.CRA OFFICER Review employee volunteer activities to determine CRA qualification under the Service Test and oversee financial literacy programs, including the Bank's Educational Branches and Saving Makes Cents Program. Assist with special projects as assigned by the Senior Vice President/Community Relations.OTHER ACCOUNTABILITIES / RESPONSIBLITIES:1. Performs other related and unrelated duties as may be required.POSITION REQUIREMENTS:Bachelor's degree or its equivalent. Three to five years of experience performing CRA, HMDA and lending related tasks. Experience performing analysis on large and multiple datasets returning trends and or potential conclusions. Strong communication, interpersonal, and organizational skills. Attention to detail and the ability to manage multiple assignments while meeting prescribed deadlines. Able to use various office equipment and must possess a strong working knowledge of Microsoft Office including Word, Excel, Power Point and Outlook, Internet for research, CRA Wiz, Encompass, and COCC.QUALIFICATIONS:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to communicate data-driven insights to senior executives. Strong interpersonal, analytical, and project management skills. Knowledge of regulatory issues and the ability to conduct regulatory research.INDEPENDENT ACTION:Performs work independently within established guidelines and practices. Consults with management when clarification or exceptions to Bank policy are required. Resolves issues and recommends corrective actions to ensure compliance.
