Salary : $42,244.80 - $69,700.80 Annually Location : Parks & Rec - 1907 South Monroe St. Tallahassee, FL Job Type: Career Service Full Time Job Number: 089-24 Department: Office of Resource Stewardship Division: PARKS AND RECREATION SERVICES Opening Date: 09/16/2024 Closing Date: Continuous Pay Grade: 106 General Description of DutiesGENERAL DESCRIPTION OF DUTIES This position provides support to the Parks Manager by helping manage the County's six community centers and three campgrounds. Which includes the online reservations system. In addition helps support the management of boat landings, passive parks, greenways and trails. In this role a person is required to supervise, train, assign and schedule staff. Work and lead an array of projects to include renovations to community centers and landscaping any other parks related tasks at campgrounds and as assigned by Park Manager. Parks Crew Chief helps work with contractors to get quotes for smaller projects, submits quotes to administrative staff and oversees projects. This position does have a janitorial aspect to it, Leon County Parks & Recreation maintains many restrooms and trash facilities and often deals with vandalism and other janitorial tasks that are required on a daily basis. ESSENTIAL DUTIES Oversee job performance of 4-8 employees doing janitorial tasks and the construction, repair and maintenance tasks associated within Leon County Parks. Participates in the hiring process of new staff Supervises CC Park Attendant and oversees the Reservations. Performs tasks associated with normal maintenance of parks to include, but not limited to maintaining trails and construction of new trails, cleaning restrooms, emptying trash, sign cleaning and installation, plants trees, shrubs and sod, inspect and repair picnic tables, trash receptacles, pavilions, playgrounds, shade structures, restrooms, parking areas and all parks amenities and equipment. CC Set-upt and inventory management. Set up facilities for special groups. Removes and stores equipment after used by groups. Manages and maintains inventory control processes for all equip used in the CC programs. Completes and process various paperwork to include obtaining quotes, submission of receipts and quotes for POs. Customer Service: Process requests from board and citizens. Establish contact with citizens about community centers. Erect rule signs and visitor information in required areas. Computer work to include but not limited to managing the work order system, annual employee evaluations, bi-monthly timesheet approvals, and daily Outlook e-mails. Assist with land management and restoration practices to include but not limited to prescribed burning, invasive plant management to include herbicidal and manual removal, plant knowledge needed and longleaf pine tree planting and ecosystem restoration. OTHER IMPORTANT OR MARGINAL DUTIES None. DIFFICULTY This position requires a moderate amount of independent judgment. The individual often works unsupervised and must be able to make field related decisions regarding the use of herbicides or pesticides on turf and in determining project schedules. Resolving personnel issues and citizen complaints will require creative thinking to accomplish the desired outcome. RESPONSIBILITY: Supervision Received The supervisor makes assignments by defining objectives, priorities and deadlines, and assists the employee with unusual situations that do not have clear objectives. The employee plans and carries out successive steps and resolves problems and deviations in accordance with instructions, policies, and accepted practices. The supervisor reviews the work for technical adequacy and conformance with practice and policy. Employee must be autonomous. Supervision of Others Position supervises a crew when help is needed to maintain and install irrigation systems. INTERNAL AND EXTERNAL CUSTOMER CONTACT Position has internal and external customer contact. EQUIPMENT AND TOOLS USED Equipment and tools used include a personal computer, various computer software (Outlook, Microsoft Suite, Word), vehicle and/or light truck, tractor, roller, and dump truck. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is performed mainly outdoors with exposure to inclement weather conditions, exposure to insects and animals, et cetera. Physical demands include standing, walking, sitting, lifting and pushing in excess of 50 pounds, climbing, stooping, reaching, et cetera. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of supervisory techniques and procedures. Ability to communicate clearly and effectively, both orally and written. Skilled in organizing, time management, and managing people. Ability to operate and maintain equipment. Ability to train and coach staff. Ability to establish effective working relationships with staff, peers, management, contractors, and the general public. Skilled with the use of hand tools. Ability to maintain necessary certifications and licenses to perform job duties. Knowledge of native and invasive plants species and the ability to effectively eliminate them through the proper application of chemicals or mechanical means. Knowledge of prescribed burning practices. Knowledge of trail maintenance practices. MINIMUM QUALIFICATIONS Requires a high school diploma or equivalent and four years of experience, two of which must have been in a supervisory, coordinative, or lead capacity - or a college degree and three years of experience, two of which must have been in supervisory, coordinative, or lead capacity. Necessary Special Requirements: Must possess a valid State of Florida Class E Operator's License. Must possess a CDL Class A License. All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment. Selection Guidelines: Formal application, rating of education and experience; oral interview and reference check, and drug testing.
