Job Summary:

With oversight from the Senior Director, Crisis Response and Resilience, the CRR Program Director will oversee a portfolio of 4-5 humanitarian assistance projects across CRR's specialized technical areas and specific countries of operation. Serves as the primary internal representative for their portfolio of programs. Ensures strong collaboration across program and technical teams, with donors and clients, partners, and government agencies. Liaises with other program management teams within FHI 360 and CRR to integrate and manage work plans, budgets, andmulti-sector interventions in emergency response and resilience program sectors. Oversees assigned projects and Crisis Response Coordinators in their country or area of technical specialization. Manages activities and oversees the CRR Program Management Unit, provides strategic direction, supports business development efforts, and ensures compliance with policies and relevant regulations.

Accountabilities:

  • Provides program portfolio management leadership in CRR to ensure compliance with FHI 360 policies and procedures, donor/client requirements (BHA programs specifically), and other regulations as required.
  • Defines strategic direction for CRR portfolio programming under their responsibility, including supervising continual refinement of project management frameworks in close collaboration with the Program Manager.
  • Oversees approaches, tools, specialized partnerships, monitoring and evaluation approaches, and closely works with the CRR Technical Director to improve sector integration.
  • Will oversee all operations support functions and backstopping related to the portfolio including management, finance, contracts and grants, security, legal, and human resources to ensure compliance with company policies and procedures.
  • Ensures oversight and quality assurance for project(s). Coordinates a matrix management approach with Regional and Country Office (including Country Representative as applicable) to build strong relationships and address operational challenges proactively.
  • Manages and continually strengthens capacity of staff.
  • Develops and monitors landscape analysis, strategic plans, proposals, protocols, papers, reports and budget for assigned technical area of specialization or country.
  • Serves as a primary point of contact for partners, subcontractors, or vendors; counterparts/collaborators and stakeholders; and donors.
  • Supports Business Development/CRR (along with Business Development and Proposal) with business development activities to maintain and/or grow the business portfolio.
  • Directs the overall design and development of proposals for project extensions and resources to support or lead business development.
  • Accountable for the successful implementation of awarded projects.
  • Manages potential resource conflicts across their domain.
  • Fosters innovation and drives adoption of leading practices and provides project management and/or subject matter expertise.
  • Establishes and maintains standards within and across projects in compliance with organizational and client policies, processes and regulations.
  • Manages and promotes understanding of dependencies associated with resources and projects across the country/technical area.
  • Conducts routine reviews on business project status, actions, decisions, risks and issues, and schedules for relevant programs.
  • Provides metrics and analytics to support business and executive decision making.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • Performs other duties as assigned.
  • Applied Knowledge & Skills:

  • Demonstrated expertise in humanitarian project/portfolio management and assigned country context.
  • Comprehensive knowledge of emergency response minimum programming standards, concepts, and practices in project management, process development and execution.
  • Ability to build country level strategies to grow positive working relationships with local communities and organizations, district/state/national government officials, UN and other multilateral bodies and donor representatives.
  • Strong consultative and negotiation skills.
  • Strong critical thinking and problem-solving skills to strategize, plan, and manage resources for successful completion of projects.

  • Supervision Given/Received:

  • Sets goals, objectives, timelines and budgets for humanitarian projects and leads country/specialized technical area in achieving strategic expansion of the CRR portfolio.
  • Leads coordination of resources for ongoing projects across functional areas and addresses/resolves project issues.
  • Reports to Senior Director, CRR.
  • Education: **

  • Master's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.
  • Project Management (PM) Certification preferred.
  • Experience: **

  • Typically requires 10+ years of relevant experience implementing humanitarian programs both directly and at international / support and management level.
  • Strong experience with emergency program management principles and practices (including 8+ years of department-level leadership, strong business acumen and/or line management experience), particularly with programs funded by USAID/BHA, and UN agencies.
  • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
  • Demonstrated experience in integrated humanitarian project management and implementation.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Experience operating in challenging environments.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

    The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

    Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

    US Based Hiring Salary Range:$128,000 - $155,000

    International hiring ranges will differ based on location.
