The City of Virginia Beach Public Works Department is hiring a Facilities Financial and Administrative Services Managerto oversee the development and administration of the Facilities Group's budgets and finances, including capital and operational expenditure analysis and inter-departmental facility related financial development, and guiding the resolution of resource surpluses or deficits. This role will also manage the division's business application (IT) operations, work and asset management program, and the centralized warehouse and supply functions. Additionally, the position will lead safety, environmental management, and occupational training initiatives to ensure compliance with occupational safety and regulatory bodies. The Facilities Financial and Administrative Services Manager will develop and implement short- and long-term strategic initiatives and collaborate with departmental and City leadership. Budget and Finance Duties:
- Direct the development and administration of group operating and capital budgets and finances.
- Direct the analysis of facility-related capital and operational expenditures.
- Establish current and future financial requirements and collaborate with City and Department Leadership to resolve surplus or deficit in resources.
Front Office Administration:
- Oversee and administer centralized billing, accounts payable, and purchasing functions for the Facilities Group, which includes city-wide maintenance and service contract administration, processing daily small and large purchases, tracking finances for operational and capital accounts, and coordinating with City and Department Leadership to administer sole-source and emergency procurements.
- Maintain record of employee training and credentials as required for continued compliance and access to facilities with enhanced security or sensitive information protocol.
- Oversee group payroll and leave administration, ensuring accurate pay administration.
- General oversight and maintenance of the Group's contracted services portfolio.
Business Application (IT) Administration, Work and Asset Management:
- Oversee and direct the application of the division's IT operations, supporting capital and operational maintenance, asset management, work induction, customer engagement, mobile communications, and technology-driven building infrastructure.
- Oversee inventory and central management of the division's software and hardware license portfolio, ensuring efficient and responsible use and continuity of Facilities' mechanical, electrical, life safety, vertical access, access control, and technology-based systems and equipment.
- Direct facilities' centralized Work and Asset Management Team as the City's client focal point for reception, assessment, distribution, and coordination of facility related operational and capital work.
- Oversee the development and administration of the City's digital property, asset, and work management database, and serve as co-administrator of Facilities' portfolio of computerized maintenance management software.
Centralized Warehouse and Supply:
- Direct the daily operations of Facilities' Central Supply Warehouse, which provides custodial and trade specific tools, equipment, materials, and supplies to sustain the City's facility maintenance and operations program.
- Oversee routine and annual inventory and reconciliation processes.
Centralized Safety and Environmental Management:
- Oversee Facilities' occupational safety, training and development, and environmental management program.
- Partner with City and Department Leadership and the Department of Human Resources to develop and implement comprehensive trade, facility, equipment, and task-specific trainings.
- Oversee development and administration of Facilities' environmental management profile, including inventory of fuel storage sites, hazardous materials, and emissions exhausting equipment requiring annual or routine inspection and reporting to the Virginia Department of Environmental Quality.
- Oversee development and administration of group occupational safety protocol, including identifying facility and jobsite safety requirements, inspections, and modifications to facilities and infrastructure for compliance with VOSH, OSHA, and other regulatory bodies as required.
- Oversee development and administration of a group-wide equipment, tool, and PPE safety inspection and replacement program.
- Participate in the facility design and development process to ensure that new buildings and renovations incorporate safety features and best practices for safe maintenance and operation of City facilities.
