DAMAGE PREVENTION COORDINATORSC PAY GRADE E2DUTIES AND FEATURES OF THE CLASS:The incumbent in this class is responsible for a variety of technical tasks involving civil, utility engineering, pipeline assessment, field inspection and overseeing all phases of the Damage Prevention Program essential in the protection of all County utility systems. Work is performed independently with the general oversight of the departmental Director/Manager or their designee. Job duties are performed both in the office and in the field and subject to environmental conditions.EXAMPLES OF WORK:Responsibilities include but not limited to third party damage investigations, invoicing, communications with excavators and utility contractors, attendance of Public Awareness regional group meetings and assistance in maintaining accurate records pertaining to the County geographical information system (GIS); reads and interprets construction plans, specifications and related documents; assigns tasks and provides technical assistance/guidance to subordinates; coordinates with utility owners or their designee and GIS staff to perform an after-action review of any mismarked or damaged utility incidents to determine the root cause in order to prevent similar incidents in the future; reviews and approves redline submittals of changes to County GIS utility mapping; designs and implements methods to insure utility locations are kept accurate and up to date; coordinates with contractors, surveyors and engineers aiding in their design and resolving conflicts regarding their location; provides reports to the Public Service Commission regarding utility damages and root causes; provides supervision and oversight of staff through performance monitoring and operational control as specified in department and organizational policies and procedures; conducts performance evaluations; maintains supply inventory and schedules County fleet vehicle maintenance; utilizes various computer software to manage projects, prepares technical reports and issues correspondence; prepares and reviews supply and equipment cost estimates; conducts meetings with contractors, consultants, agencies, coworkers and the general public; monitors and participates in after-hour emergencies as needed; performs other duties as assigned.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:Comprehensive knowledge of the principles and practices of civil and utility construction; extensive knowledge of County ordinances, policies and procedures as well as state and federal regulations; knowledge and utilization of GPS equipment to capture and analyze data; ability to perform mathematical calculations, read and interpret engineering drawings and use engineering formulas; general knowledge of National Association of Sewer Service Companies (NASSCO) guidelines and closed-circuit televising equipment (CCTV) and geographical information systems (GIS); extensive knowledge of the American Public Works Association (APWA) universal location and marking code; ability to supervise the work of others; ability to operate field data collection and computer and office equipment with proficiency to create spreadsheets and drawings; knowledge and skills in the operations of electronic service locators; ability to establish and maintain effective working relationships with department heads, staff, contractors/consultants, representatives from other agencies and the general public.QUALIFICATIONS:Minimum of Associates Degree in Civil Engineering or related field or any equivalent combination of education and experience which provides the required knowledge, skills and abilities; excellent organizational and customer service skills; excellent verbal and written communication skills; proficient in Microsoft Office (Outlook, Word, Excel); AutoCAD, GIS/Arc Reader and design related software experience is preferred; good professional judgment and strong work ethic; supervisory experience required.ADDITIONAL REQUIREMENTS:* Direct Deposit Required* 40-hour work week* Pre-Employment Background Screening* Possession of a valid driver's licenseSubject to after-hour emergenciesRevised 06/2024Type : INTERNAL & EXTERNALLocation : ENTERPRISE ADMIN - ENG.
