The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and preventionstrategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

- Participate in the coordination, planning and implementation of the Relay program

- Support the implementation and execution of the program's IRB-approved evaluation plan.

- Participate in the design and execution of analyses and research projects using Relay data.

- Produce routine reports and respond to ad-hoc data requests about program activities and participants to support program implementation, inform policy, troubleshoot issues, and other program needs.

- Prepare and present data presentations on key program metrics, programmatic and quality improvement activities, and evaluation outcomes

- Track, maintain records and analyze program data using SQL or SAS to evaluate implementation and evaluation outcomes.

- Maintain data dashboards and provide technical assistance to program staff on utilizing and interpreting the dashboards.

- Coordinate routine data transfer, review and dispatch alerts in real time, and track metrics for the program's utilization of Regional Health Information Organization data.

- Provide support to program staff when needed around issues related to data, technology, and the participant database.

- Coordinate staff training activities for the program's participant database, including developing curriculum, facilitating trainings, and managing logistics of activities.

Stay up to date on relevant drug and alcohol-related research, policy, and news; conduct literature reviews; alert team to noteworthy updates.

- Other duties as assigned.

PREFERRED SKILLS:

- S/he will have experience practicing public health and working across systems to further a public health approach to alcohol and other drug use.

- Experience in working with programs serving people who use drugs, including those using harm reduction approaches.

- Experience in program monitoring and evaluation.

- Experience with quantitative data, including the ability to read, interpret and synthesize epidemiologic and other scientific literature.

- Ability to work independently and as part of a team.

- Possess exceptional interpersonal, research, written and verbal communication skills.

- The candidate will also be detail oriented with outstanding organizational skills.

- Ability to multitask in a fast-paced, high-volume environment.

- Proficiency in Excel, Access, Word, PowerPoint, and statistical software such as SQL or SAS.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
