Job Description:

The Program Manager will oversee a portfolio of both short- and long-term projects within the Enterprise Information Management (EIM) department. These projects will involve ideating, developing, and maintaining new data platform assets (tables, views, extracts, etc.) and capabilities (e.g., data quality monitoring, metadata management) on the DnA Enterprise Data Platform (Snowflake). This role requires strong leadership, facilitation, collaboration, planning, and execution skills to work with diverse stakeholders, including senior business and technical leaders, as well as members of the delivery team such as data analysts, data engineers, data architects, QA engineers, and data governance personnel.

Key Responsibilities:

  • Leadership and Management:
  • Lead initiatives under the EIM Technical Foundation Optimization umbrella to continuously improve data platform capabilities.
  • Manage the delivery of the associated work backlog, risks, issues, milestones, and deliverables.
  • Provide regular status reports to the work team and executive stakeholders.

SDLC Adherence:

  • Monitor and ensure compliance with the end-to-end DnA data/analytics product development SDLC
  • Establish and enforce SDLC standards, including tasks, roles/responsibilities, artifacts, deliverables, and sign-offs.

Stakeholder Engagement:

  • Develop a deep understanding of both business and technical goals and challenges to prioritize data platform capabilities and new solutions development.
  • Build strong relationships and regularly communicate with data platform stakeholders and customers to ensure awareness of ongoing progress on work commitments and collect feedback to continually improve the platform to meet evolving organizational needs

Release Management:

  • Lead data platform release cycle management activities covering the EIM SDLC
  • Create data platform release plans and guide teams to deliver high quality/high trust solutions per plan.

Team Guidance and Agile Practices:

  • Guide the data platform development team in scoping, planning, designing, developing, validating and ensuring build quality using established methodologies (e.g., agile methods) and best practices (e.g., reusability, scalability, flexibility and performance optimization).
  • Prioritize and maintain the EIM Technical Foundations product backlog.
  • Lead agile ceremonies such as stand-ups, story refinements, and team retrospectives, ensuring the team understands priorities, milestones, deliverables, activities and next steps.
  • Provide team and executive status reporting on sprint progress, project milestones, deliverables, issues and risk management.

Minimum Qualifications:

1. A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and

2. Five (5) years of progressive, responsible experience in the field of data processing, computer systems and applications.

Operations Specialty requires supervisory experience (5 years).

Network Services requires a telecommunications background and experience.

3. Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques; or

4. A satisfactory equivalent combination of training, education and experience.

Department Preferences

  • Product owner certifications (e.g. Certified Scrum Product Owner, SAFe Product Owner Certification) a plus
  • PMP Certification
  • Background in healthcare industry
  • 3+ years of experience with agile planning tools (e.g. Microsoft TFS, JIRA, Confluence) preferred.
  • 2+ years of experience working with Databases, Data Warehouses, Business Intelligence solutions development
