With information technologists within the fisheries program, utilize database management, systems administration and web development skills to document data infrastructure and processes currently in place and assist in developing and implementing plans for updating and integrating improved systems consistent with YN Fisheries strategic data management plan. Assist in building internal web based services and systems that deliver data in standard machine readable formats to centralized locations that have the ability to share with partners as appropriate. Work with senior YN Fisheries staff regarding development of data management and information management system efficiency and security upgrades. Collaborate with staff and tribal partners to leverage existing technologies and systems for efficient implementation. Understand organizational and regional fisheries data management and sharing needs and objectives. Formulate and implement strategies to meet objectives. Identify and procure funding (within existing contracts or with new grant opportunities) and mange budgets to achieve objectives. Examples of Work Performed: Work is performed with some latitude for independent judgment and action, within the project objectives. Works closely with existing YN Fisheries data management and IT staff. Must exercise tact and be aware of the need for maintaining harmonious relations with representatives of cooperating agencies. Be part of a team that supports critical salmon and steelhead data management and sharing capacity of Yakama Nation Fisheries and the Yakima/Klickitat Fisheries Project. Implement intra-and inter-tribal policies and processes for sharing critical salmon and steelhead data in a timely manner to support environmental decision making. Interpret and incorporate IT policies, standards, and guidelines in application development and administration. Perform data capture, storage, and transmission needs assessments. Evaluate hardware, software, and third party services as their appropriateness to meet program needs. Provide planning/design, acquisition/creation, documentation, implementation, training and technical support fir data capture, storing transmission and associated reporting systems for Yakama Nation Fisheries project in collaboration with program biologists. Assist with development of twin centralized data (SQL) serves within the Yakama Nation that archive historical data and support query of existing tribal databases. Assists with development of automated priority dataset back-up and software tools to allow controlled access to all Yakama Nation salmon and steelhead datasets and associated met-data via web-based application software. Interface project data with regional databases such as PTAGIS, Regional Mark Processing Center (RMPC), Streamnet, and Data Access in Real Time (DART). Transfer existing centralized data management system technology (possibly adapted from that previously developed by partner tribe through Yakama Nation pilot project efforts) and modify as appropriate to support data capture-to-end-user report management of priority salmon and steelhead data. Develop documentation and manuals on procedures/protocols of software design and usage by using and creating: work flow, data flow diagrams, E/R diagrams, user interfaces, data dictionaries, data models, metadata repositories, and other data management tools. Perform helpdesk functions providing technical guidance and assistance to users, including writing user manuals and application training. Implement and develop YN Fisheries strategic data management plan and identify and procure funding within existing contracts or with new grant opportunities. Must be able to manage budgets to achieve objectives. Other duties as assigned. Knowledge, Skills and Abilities: Knowledge of project management and implementation procedures. Knowledge of Angular JS/JavaScript, JQuery, Sequel, CSS3, HTML5, Drupal 7/8, WordPress, PHP, MySQL, SQL server (MS. SQL 2012/20018 R2 server), MS Access, MS Windows Server 208/2012. Knowledge of web services (Business Logic/Data Access using C# and ASP.Net, XML, APRI restful endpoints, GIS development with design, implementation and support experience in ESRI solutions. Knowledge of ArcGIS Server and Desktop, JavaScript API, Microsoft Visual Studio or current software tools that provide similar software development, capability, and functionality. Knowledge of developing metadata. Knowledge of fisheries biology and fishery management and manage and guide development of complex systems. Knowledge of Tribal Culture and values. Ability to analyze and define data requirements. Ability to design, write, test, debug, and maintain software application. Ability to create user interfaces and train users and write and maintain application software documentation. Ability to design databases and web interfaces and bring legacy data into databases thorough applications and database tools. Ability to install, maintain and repair technical electronic communication and data system equipment. Ability to communicate effectively both orally and in writing in a team setting, as well as an understanding of the interrelationships with other IT specialties. Ability to implement, geographic information systems and state of the art GIS software and tools. Ability to effectively manage budgets and work independently to complete tasks. Ability to establish and maintain effective working relationships. Ability to relate technical/scientific data to Tribal Council members, Fisheries staff. Skills in problem solving. Minimum Requirements: Bachelor of Science Degree in Fisheries Science, Biological Sciences, Agriculture, Natural Resource management, Chemistry or related field. Four years of work experience in developing and managing data systems. Required to pass pre-employment drug test. Most possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Tribal Driving Permit. Enrolled Yakama Preference, but all qualified applicants are encouraged to apply. Preferred Requirements: Master's Degree may be substituted for two years of work experience. Successful candidate must have proven expertise in the areas of personnel and budget management, collaborative development work and IT system management.
