Company Description VEA is an award winning, nationally recognized, small, minority company based in Washington, DC. Job Description **Candidate MUST have an Active TS or above clearance and be located in the Washington DC Metro Area. Department of Homeland Security's Chief Financial Officer (CFO) leverages the Financial Resource Management Database (FRMD) and the Human Capital Accounting System (HCAS) to manage budget obligations, spend plans, contracts and associated government hiring and payroll for their workforce. The FRMD and HCAS are undergoing a modernized and integrated effort to more cost-effective and scalable services through Amazon Web Services (AWS) cloud platform. The current upgraded systems uses AWS SQL Server back end database and graphic user interface. In addition to the benefits of moving existing systems to the cloud, the CFO intends to integrate and automate certain data processing and reporting procedures to reduce costs and minimize data discrepancies associated with human error. Duties:
- Shall assist in designing, creating, and implementing a graphic user interface for Resource Management Decision Making tool (RMDMT) using SQL Server database.
- Design, develop, or integrate with existing access and authorization controls to ensure only authorized users and administrators can access data contained within the system
- Assess and provide recommendations to improve the CFO's financial decision-making capabilities in budget formulation, planning, execution and expenditure reporting, with linkages to the organization's Table of Organization (TO).
- Communicate with management, stakeholders, technicians, and end-users to evaluate integration solutions.
- Conduct quality control and testing of databases in a client/server environment to ensure accurate and appropriate use of data.
- Train users on inputting and retrieving data from RMDMT SQL Server database.
- Apply knowledge and experience with database technologies, development methodologies, and front-end (e.g., MS Access Forms)/back-end programming languages (e.g., SQL).
- Analyze functional business requirements and design specifications for functional activities, including:- budget, acquisitions, security, program offices, and human resources.
- Use software development skills to automate manual analytical processes
- Deploy developed IT solutions, user applications, databases and other IT capabilities
- Support to off-hours deployment such as evening or weekends.
- Design, create, and maintain RMDMT in a client/server environment with 8 modules
Qualifications
- Active TS/SCI clearance ONLY
- Bachelor's degree and four (4) years of relevant experience.
- Proficient DBA experience utilizing SQL Server, MS Access Forms builder, MS Excel and VB scripting
- High experience level with back-end programming ETL
- Technologies PL/SQL, REST APIs, RDBMS
- Familiar with Configuration Management
Desired Qualifications:
- Keen interest in learning and using the latest software tools, methods, and technologies to solve real world problem sets vital to national security
- Working knowledge with Tableau is a plus
- Financial Business knowledge such as Payroll, Budget planning & execution, Financial reporting and HR is added advantage.
