Great Hill is seeking a Defense Travel Administrator in the National Capital Region. The objective of this work is to provide overall management and timely action on processing travel authorizations and vouchers of the Ministry of Defense Advisor (MoDA) Program in the Defense Travel System (DTS). This includes DoD and Department of State forms to complete in-country vouchering at time of assignment and upon return. The travel team provides administrative, finance and recruitment support for the MoDA Program Managment Office (PMO), to the Defense Security Cooperation Agency (DSCA) under the Department Security Cooperation University (DSCU) and Defense Security Cooperation Services (DSCS). It is the role of the Defense Travel Administrator to review and process travel documents in a prompt manner and to support he MoDA Program office staff and their travel related needs. This position will provide responsive, on-site and telework support to the DSCU/DSCS MoDA PMO for all Title 10, Section 332 MoDA candidate recruiting, planning, coordination, policy inputs, and the preparation, assignment/deployment, and re-assignment/redeployment of advisors. At the direction of USG leadership, team members shall create and support any necessary changes to the DSCU/DSCS advising programs. Roles and Responsibilities include, but are not limited to:
  • Work with Financial Analysts and Program Management Office (PMO) government leads to ensure available funding.
  • Interpret travel procedures, laws, and regulations to assure travelers are within constraints of travel procedures. Inform advisors on Joint Travel Regulations (JTR) and information related to travel in domestic/CONUS and overseas/OCONUS locations to ensure proper and legal entitlements.
  • Review travel documents to verify compliance with the JTR, DoD Component guidance, and mission requirements.
  • Review Defense Travel System (DTS) authorization and vouchers. Flag any items that appear questionable or non-compliant. Verify justifications are valid to ensure travel is legitimate, necessary, and in accordance with the JTR.
  • Verify all required substantiating documentation is electronically attached to travel documents, meets the parameters required by the JTR, and that any necessary currency conversions are correctly executed and are cross-referenced to the financial statements in the traveler's GOVCC account. Ensures Controlled Unclassified Information (CUI) protections when sending documentation.
  • Review travel vouchers, in a timely manner, to expedite payments to the traveler and to Citibank (or other).
  • Create and maintain traveler profiles in DTS/follow-on system and coordinate with GOVCC APC (Agency Program Coordinator) on Citibank updates for funding limits and other account issues.
  • Support Government Organizational Travel Administrator in current and future travel-related updates
  • Participate in travel coordination meetings and obtain government PMO review and approval on advisor-requested travel.
  • Develop, maintain, and follow Standard Operating (SOP) procedures
  • Accurately track and update the weekly travel sync notes, until closeout of travel, to keep the PMO informed of all actions and developments.
Basic Qualifications:
  • Must have four (4) years of experience with OCONUS travel documentation in the Defense Travel System and with paper forms such as a DD-1351, DD-1610, and SF-1190, as these are occasionally done manually.
  • Must demonstrate the ability to respond to customer requests and address them in a timely manner.
  • Must have advanced understanding of the JTR and be able to properly interpret the travel rules within.
  • Proven ability to generate funding reports, develop tracking processes, and analyze data.
  • Presentations and documents must be of professional quality for PMO review or signature.
  • Collaborative leader with the ability to initiate tasks with little oversight.
  • Possess strong communication and interpersonal skills and work effectively in a team operational environment. Be detail-oriented, with the ability to coordinate multiple lines of effort across all projects.
  • Demonstrate effective time management and organization skills to synchronize planning schedules for multiple projects.
  • Advanced knowledge and ability to operate Windows based programs including Microsoft Outlook, Word, Excel, and PowerPoint. Knowledge of Microsoft Teams and OneNote.
