The position serves as the statewide legal assistance developer for the State Unit on Aging (SUA). The position facilitates the creation of legal services available to older and vulnerable adults to enable them to secure a number of essential rights and benefits. The position provides expert advice in the area of legal services available to older and vulnerable adults for aging staff and external legal services providers. The position serves in a leadership role in the coordination and provision of legal services specifically targeted to older and vulnerable adults with social or economic needs and ensures state compliance with the Older Americans Act (OAA) state mandate to provide leadership in legal assistance development
(found in Title III and Title VII of the Act). Title III requires each state assign personnel to provide State leadership in legal assistance programs for older adults. Title VII reinforces this and provides guidance on the role of the legal assistance developer.
This position works with statewide stakeholders such as Area Agencies on Aging (AAA), legal service providers, long-term care ombudsman; Elder Justice agencies, adult protective services; and others to coordinate and provide oversight of legal assistance for older and vulnerable adults; using their expertise to ensure legal services are of the highest quality and directed to those in greatest need. This includes assuring that statewide legal services, AAAs, and others are properly trained to address critical legal needs and operate in compliance with the OAA mandates and provides technical assistance. This position provides a critical role in training, service coordination, resource development, targeting, and quality assurance. In addition, this position works collaboratively to determine training, education needs, and increase the public's understanding and support for the importance of legal services and addressing gaps in service. This position develops and monitors procedures, guidelines and policies for the foundation of the legal services program and works to improve the quality and quantity of legal services.
The individual serving in this position, may not be employed in a guardianship role, may not ask about personal or family financials, and may not accept fee generating cases.

Education
Possession of a bachelor's degree in any major
Possession of least a bachelor's degree or higher in law or legal studies and/or juris doctorate from an accredited law school preferred.

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

The physical location of this position is 400 S. Pine Street, with remote options available. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
* A secure work location that allows privacy and prevents distractions.
* A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
* Suitable lighting, furniture, and utilities.
