THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $135,000 - $145,000.
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner
and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions
to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC
also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in
class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units.
The Office of Procurement manages the procurement of ACS's contracts for human and non-human services. In conformance with the City's Procurement Policy Board (PPB) Rules and in close consultation with divisional staff, Procurement staff prepare and coordinate RFPs, competitive sealed bids, negotiated acquisitions and small purchases, and shepherd contract awards through the City's multi-step registration process, which includes approval by several internal divisions and external oversight agencies. In addition, Procurement staff process contract renewals, extensions and other amendments.
Position's scope of work: This area processes all of the non-human services contracts (excluding small purchases) for the division, including new contracts, amendments and renewals. The ACCO needs this DACCO position to coordinate, review and approve the work in the accordance with City procurement rules. ACS is seeking an exceptional procurement professional to serve as Deputy Agency Chief Contracting Officer (Deputy ACCO) overseeing the agency's administrative contract portfolio within the Office of Procurement. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, including reviewing, approving, and executing documents on behalf of the ACCO. Candidates should be highly motivated and should be able to retain and communicate the big picture without compromising a detail orientation. The Deputy ACCO will report directly to the Agency Chief Contracting Officer.
Duties will include but are not limited to:
* Manage staff responsible for administrative procurement actions and Minority and Women-Owned Business Enterprise (M/WBE) activities
* Advise and training procurement staff on the non-human services procurement process and the applicability of local procurement laws, including M/WBE rules
* Reflect a strong customer service ethos, providing technical assistance and timely status reports to divisional staff and vendors
* Track and report the status of all procurement actions, monitoring procurement cycle times
* Identify and implement quality improvement actions to maximize accuracy and minimize time
* Work collegially with staff in other departments to complete tasks requiring interdisciplinary input
* Ensure the integrity of the procurement process, adhering to PPB rules and Agency protocol
* Coordinate competitive Requests for Proposals
* Advise the ACCO on award decisions

Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.
Preferred Skills
The preferred candidate should have: - Strong project management, managerial, supervisory and organizational skills - Experience in administrative procurements including Local Law 63 and M/WBE rules - Strong knowledge of New York City Procurement Policy Board (PPB) Rules and Comptroller Directives - Strong knowledge of City systems including FMS and PASSPort - The ability to perform complex tasks and to prioritize multiple projects - Advanced analytical, evaluative and objective critical thinking skills - Strong computer literacy, Microsoft Excel, Project, PowerPoint and Word skills - Excellent writing, interpersonal, customer service and presentation skills.
