DutiesThe Deputy Associate Director:Serves as a recognized Office and Departmental authority for National Security Council coordination and policy matters to ensure appropriate Departmental representation for National Security Council meetings, respond to National Security Council inquiries, and assist senior executive leadership with meeting preparation, attendance, and follow-up.Receives classified meeting materials from the National Security Council and across the Federal Government; reviews as appropriate for Division, Office, and Departmental equities; and ensures proper handling, distribution, and storage.Serves as the lead analyst for policy and has supervisory responsibilities in three primary areas: staff coordination and representation with National Security Council and equivalent policy-making organizations, Departmental policy review, and inter-departmental planning and coordination.Steers staff development of DOT policy goals and objectives with impacts for national security and emergency preparedness topics; develops and implements long-range plans and strategies; helps determine Division staffing requirements, priorities, and performance evaluationsThe ideal candidate for this position is a motivated, self-reliant individual who can effectively write for leadership, coordinate with internal and external partners, assess Departmental equities within interagency initiatives, adapt to shifting priorities, and direct and supervise others' department-level interagency coordination for various national security policy and preparedness topics.The U.S. Department of Transportation strives to ensure the equity, transparency, accountability, collaboration, and communication permeate all that we do for the betterment of the Department, the traveling public, and our nation. QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:Experience reviewing and evaluating policy proposals or plans related to national security or emergency response; and recommending improvements in the effectiveness, emphasis, scope, content, or direction of policy proposals or plans.Experience providing recommendations and briefing materials to senior /executive leadership.Experience representing and speaking on behalf of your department at meetings with other agencies.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.Leadership – Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective.
