Summary of position:

Under direction of the Chief of Service, Medicine, exercises wide latitude of independent judgment and initiative in supervision of overall administration and management of the Medicine Department. Serves as Deputy to the Chief of Medicine and assumes full responsibility and authority in areas delegated. This position will have a special focus on directing delivery of high-quality care across jail facilities.

Responsibilities:

  • Is responsible for the provision of medical care to persons detained in the NYC jail system.
  • Supervises and directs Assistant Chiefs of Service, Medicine.
  • Covers for the Medicine Chief of Service, as needed.
  • Participates in the planning, development and promulgation of programs, policies and procedures.
  • Co-leads evaluation and monitoring approaches designed to support policies and achieve the goals established by CHS and H+H leadership.
  • Supervises the implementation of CHS programs and policies concerning health care facility operations and assists in coordinating activities between facility staff, corporate officers and Department of Correction Partners.
  • Supervises clinical services rendered by Assistant Chiefs of Medicine, Site Medical Directors, Physicians, Nurse Practitioners and Physician Assistants
  • May direct a compliance program for the health care facility in meeting standards established by inspecting and accreditation agencies involving delivery of health care services.
  • Makes frequent site visits to CHS sites of health care delivery.
  • Supports the Assistant Chiefs of Medicine in maintaining appropriate medical service staffing at all times.
  • Oversees clinical education for Assistant Chiefs of Medicine, Site Medical Directors and frontline clinical staff as appropriate.
  • Participates in the selection and appointment process of department heads and establishment of organizational structures. Participates in the establishment of formal systems of financial procedures, qualifications for employment and retention of competent personnel, employee health programs and general administrative support services.
  • Assists in the development and monitoring activities of the annual budget including staffing ratios.
  • Assists with formulation and implementation of clinical policies and workflows consistent with current evidence-based clinical practice.
  • Represents the Medicine Service in Quality Improvement efforts in conjunction with the Assistant Chiefs of Medicine, the Site Medical Directors and front-line clinical staff.
  • Recommends construction and alteration programs, including acquisition and replacement of facility equipment.
  • Directs Assistant Chiefs of Medicine in clinical and overall performance evaluation of medical service staff. Reviews clinical staff performance and, where necessary, assists Assistant Chiefs of Medicine and Site Medical Directors with progressive discipline.
  • Schedules and conducts and/or participates in regular interdepartmental and departmental meetings. May designate departmental representatives for medical staff and multi-disciplinary committees to facilitate effective communication lines within the healthcare system.
  • Assists the Chief of Service, Medicine in maintaining cooperative relationships with key stakeholders. professional groups, external agencies and regulatory bodies.
  • Assists in conducting contract negotiations with affiliates, labor unions and related groups as needed.
  • Provides direct clinical care to the extent necessary to understand clinical workflows, implications of policy and application of community standards to the security setting, as well as in exigent circumstances.
  • Departmental Preferences

  • A Medical Degree from an accredited college or university and,
  • Board Certification in Internal Medicine, Family Medicine or other relevant specialty and,
  • A satisfactory equivalent combination of education, experience and training; and,
  • Unrestricted license to practice medicine in the State of New York, as well as current DEA, BCLS and ACLS certification, and Infection Control Certification.
  • Preferred qualifications include:

  • Other advanced training including but not limited to subspecialty board certification (e.g. infectious disease, MPH, training in health care administration) or other significant professional experience related to practice management and/or population health and
  • Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures preferred
  • Strong organizational and data management skills including familiarity with electronic health records and data analysis.
  • Minimum Qualifications

    Applicants must have all of the following:

  • Graduation from a medical school approved by the Council on Medical Education and Hospitals of the American Medical Association.
  • Completion of an acceptable internship in an approved hospital.
  • A license to practice medicine in the State of New York.
  • Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association.
  • Eight (8) years of satisfactory full-time paid experience in field of specialization including at least three (3) years in a supervisory or administrative capacity.(Training and experience required for certification will be credited toward required specialized experience.)
