DutiesServes as Deputy to the DLA Troop Support Chief of Staff/Command Support Office at Defense Logistics Agency, Troop Support Philadelphia, PA.Assists, advises, and serves as the Principal Deputy Staff Assistant to the Commander, Deputy Commander, and Executive Director for Contract and Acquisition Management in performance of their responsibilities in executing Troop Support missions.Acts as Chief of Staff lead for the morale, welfare, safety, security, and facility support for civilian, active duty, and reservist personnel, as well as for oversight of the organization.Ensures staff coordination and integration of all Troop Support operations.Keeps senior leadership informed and recommends changes to priorities and resources as needed.Advises and provides constant interface with senior level officials from DLA, other DoD organizations including Joint Commands and Military Services, and other US Government agencies on Troop Support matters.Advises and provides constant interface with private industry and members of Congress on Troop Support matters.Directs the accomplishment of responsibilities depicted in the mission statement for the Command Support Office and oversees implementation of the Organization Development Plan and Enterprise Organization Architecture.Requirements Conditions of EmploymentMust be a U.S. citizenTour of Duty: FlexibleSecurity Requirements: Non-Critical Sensitive with Secret AccessAppointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.Fair Labor Standards Act (FLSA): ExemptSelective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.Recruitment Incentives: Not AuthorizedSupervisory Probation: RequiredCompletion of Supervisory Certification Program: RequiredBargaining Unit Status: No Qualifications To qualify for a Deputy Chief of Staff, your resume and supporting documentation must support:A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:Supervising complex acquisition and command support operations, functions, and processes.Providing guidance, training, and administrative/operational program direction to various personnel in both leadership and non-leadership roles.Participating in the long-range planning of activities, new initiatives, policies, programs, and process changes/improvements.Ensuring policies and laws are followed and their respective applicable programs/processes are in compliance.Involvement in the interviewing, hiring, training, disciplining, and recognizing/awarding of personnel, as well as awareness of EEO programs and safe work environment policies.Coordinating, liaising, and communicating with a wide variety of personnel in senior leadership and non-leadership positions, both internal and external to the organization, regarding complex supply, acquisition, and contracting matters.Awareness of the methods, practices, and procedures involved in the oversight of large, multi-national, high valued organizations.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
