DescriptionThis position is exempt from Veterans Preference.Under the administrative direction of the City Manager, performs highly responsible administrative and managerial work in assisting the City Manager with the supervision and direction of City programs and projects. Incumbent has directresponsibility for supervision of several departments . The Deputy City Manager must exercise considerable discretion and initiative in the performance of duties. The work requires tact and courtesy in frequent communication and coordination with elected officials, department directors/management, and other governmental agencies. The work also requires responsive and courteous engagement with members of the public. Work is performed with considerable independence. Work is reviewed through observation, conferences, reports, and results achieved. Performs other work as required.Examples of Duties* Manages, oversees, and improves operations of assigned departments and directs and evaluates the work of staff. Consults with assigned staff to review work requirements, status of work, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.* Reviews and/or prepares various forms, reports, correspondence, draft correspondence, technical study reports, agenda item requests, draft legislation, developer plans/applications, citizen inquiries, job applications, invoices, budget reports, grant documents, contracts, codes, rules, regulations, statutes, policies, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.* Coordinates and oversees the preparation of the City Council agenda package including reviewing and approving agenda items.* Communicates with City Manager, city officials, employees, city departments, government agencies, engineers, developers, contractors, consultants, vendors, Chamber of Commerce, applicants, customers, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive direction.* Responds to complaints and questions related to city/department operations; provides information, researches problems, and initiates problem resolution.* Assists the City Manager with the overall management of City programs, projects, and policy adherence or modification as needed.* Provides advice and consultation to the City Manager and leadership team as required, while exercising the highest degree of confidentiality and professionalism and fostering an environment of collaboration, mutual respect and high performance.* Represents the City Manager and the City at a variety of organizations and functions.* Acts as a liaison with appropriate county, state, and federal agencies regarding joint projects and regulations.* Participates in preparing the annual City Budget and in budget control activities.* Serves as Acting City Manager when requested.* Assists with citywide disaster preparedness and incident response as needed.* Responsible for special assignments as requested by the City Manager and/or responsible for coordinating and administering special projects involving multiple departments.Minimum Qualifications* Completion of a bachelor's or master's degree from an accredited college/university with a major in Public Administration, Urban Policy, Business Administration, Engineering, Planning, Finance or a related field.* Must have previous experience as a City Manager, Deputy/Assistant City Manager, or Department Director in a municipal or other governmental agency environment.* Must have five to ten years of progressively responsible experience in administration, management, and/or coordination of local government programs and personnel.* Must possess and maintain a valid Florida drivers license. Applicants may possess a valid out of state driver's license and obtain the Florida drivers license within 10 days of employment.Knowledge, Skills and Abilities* Knowledge of local, State, and federal laws, rules, and regulations as applied to the activities and programs of municipal government.* Knowledge of municipal planning, code enforcement, economic development, public works, water and sewer system, and land use issues.* Skill in current management, budget, finance and administrative practices.* Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and deal with several abstract and concrete variables.* Ability to build and function as a member of an effective team.* Ability to build cohesive unit from diverse departments.* Ability to communicate clearly, both orally and in writing.* Ability to plan, assign, direct, and evaluate the work of subordinates.* Ability to establish and maintain effective working relationships with others.* Ability to prioritize and manage multiple tasks and projects simultaneously.* Ability to read and interpret reports presented by consultants and other departments and to make succinct and concise summaries of such reports.* Ability to operate office equipment such as a personal computer and standard computer access analysis utilization programs (such as Word, Excel, Power Point), calculator, fax machine, copy machine, and telephone.* Ability to hear, speak, and understand conversation in English in various tones of voice, as well as accents or quickly spoken.* Ability to see, read, write, and comprehend letters, numbers, words, characters, or symbols which are both large and small.* Ability to stand and sit for periods longer than 30 minutes but not to exceed two hours consecutively.* Ability to stoop, kneel, and reach overhead for books or supplies.* Ability to climb stairs and ladders occasionally.* Ability to lift boxes not exceeding 25 lbs. occasionally.* Ability to use hands, wrists, and fingers necessary in the process of writing and operating office machines.* Ability to operate motor vehicle in a safe and efficient manner.* Ability to deal with stress related to deadlines and occupational problems which demand immediate attention.* Ability to maintain high level of concentration despite constant interruptions.* Ability to be flexible and change job priorities at a moment's notice.* Ability to work for extended periods of time without sleep during emergency situations.The City of Melbourne offers a generous benefit package to include:* 100% City paid medical insurance for employee only; coverage available for family* Health Insurance opt-out incentive for employees with other medical coverage* Dental.
