DEPUTY CLERK OF WATER BOARD

Permanent vacancy at the Gloversville Water Department

2024 Salary: $21.64 - $26.45 depending on experience

DISTINGUISHING FEATURES OF THE CLASS:

The work involves responsibility for assisting the Clerk of Water Board in the coordination and maintenance of various financial functions of the Water Department. The incumbent is responsible for maintaining grants, water bills and payments, managing Water Smart program and various other financial duties associated with the Water Department. The work is performed under the supervision of the Clerk of Water Board. Supervision may be exercised over subordinate staff as needed. Does related work as required.

TYPICAL WORK ACTIVITIES (Illustrative but not exhaustive):

Assists the Clerk of Water Board in the maintenance of grant processes, payments and records in accordance with State and Federal guidelines;

Maintains Capital Project records including preparing and processing purchase orders and payments;

Manages Water Smart program including customer service with online portal accounts;

Monitors program for substantial water loss and notifies Water Superintendent and customers;

Maintains lead service inventory according to NYS requirements;

Assists the Clerk of Water Board with billing and bank reconciliation;

Enters and verifies meter readings and rates for accuracy and prepares bills for mailing;

Prepares correspondence to customers such as leak letters, frozen meters, returned checks, etc;

Creates and updates customer account information;

Manages payment agreements including determining eligibility, creating and mailing agreements and contacting customers who are in default;

Maintains record of non-payment to dispatch door tagging/water service shut off and notifies Code Enforcement of service shut offs to be posted;

Verifies daily deposit slips and cashout sheets and reconciles monthly bank statements;

Prepares and distributes newsletters, petitions, agendas, meeting minutes etc. for Water Board meetings;

Transcribes board meeting minutes and prepares updates for the newspaper, website and social media;

Maintains a variety of records and creates reports including audits for Water Superintendent, Water Board and State agencies;

May supervise office staff in the absence of the Clerk of Water Board.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of modern accounting and auditing methods and procedures;

Good knowledge of office terminology, procedures and equipment;

Good knowledge of business arithmetic and English;

Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet and databases;

Ability to prepare complex financial and statistical records, reports and statements;

Ability to communicate effectively both verbally and in writing;

A high degree of accuracy and attention to detail;

Initiative;

Good judgment.

MINIMUM QUALIFICATIONS:Graduation from high school, possession of a high school equivalency diploma or a high school individual education plan diploma and either:

(A) Possession of a Bachelor's Degree in accounting, business administration or a closely related field; or

(B) Possession of an Associate's Degree in accounting, business administration or a closely related field and two years of experience maintaining financial accounts and records; or

(C) Four years of experience maintaining financial accounts and records; or

(D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.

NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
