QUALIFICATIONS: Bachelor's degree and ten years of relevant experience. *Substitutions: six years of specialized experience or Associate's degree and four years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.PREFERRED QUALIFICATIONS: Career experience working with youth, education, business and government; Ability to initiate and maintain relationships across a diverse set of stakeholders.Duties Description STANDARD DUTIES: Reporting to the Executive Deputy Commissioner, the Deputy Commissioner for Workforce Development is responsible for overall operations of the New York State Department of Labor's Workforce Development Division. The role will lead the Division with a high level of attention to detail and a proven ability to work effectively as part of a team. Must be a resourceful problem-solver and possess strong leadership skills to provide customer centric service delivery. A strong ability to drive change while improving efficiencies and process is essential. The position is a member of the Commissioner's Executive Team. The incumbent performs, but is not limited to the following duties: Provide leadership to workforce development internal staff and external partners such community colleges/vocational schools, local employers, workforce development agencies, government agencies, and community-based organizations in the development of workforce program services to best serve the State; Develops cooperative working relationships with a broad range of public and private agencies, community-based organizations, labor organizations, school districts, secondary educational institutions, trade organizations, advocacy groups, and non-profit organizations; advances workforce development strategies and objectives by stimulating workforce development and growth within the State; Develop and manage appropriate evaluation and reporting process to determine workforce development program success and effectiveness; and oversee the development of both community and business needs assessments to ensure alignment with business forecast and emerging skills requirements; Ensure that information and knowledge assets are identified and shared across the division to build capacity, support effective use of resources, increase information flow, and inform departments' programming efforts; Identify and evaluate innovative strategies and solutions, experimental designs and practices and successful implementations from a variety of settings (e.g., education, business and industry and not-for profit) to support divisional and help drive continuous improvement across the division; Keep up to date with developments in organizational change, knowledge management, and innovation by reading relevant journals, attending seminars/conferences and attending courses as needed; Maintains up-to-date knowledge of local, state, and federal guidelines and policies governing workforce training programs; budgetary processes and procedures; and contract development and administration; Assists in the preparation, review, and submission of required reports, papers, correspondence, and other documents, ensuring clarity, completeness, accuracy, and conformance with applicable policies.Additional Comments Telecommuting is available and can be discussed during the interview.Candidates with no previous state service will begin at the starting rate of the salary range listed above.If you are a current NYS employee and have questions regarding salary, please contact the Business Services Center (BSC): 518-###-####, ...@ogs.ny.gov.We offer a comprehensive benefits package, including: 13 paid holidays, 5 personal days, and a minimum of 13 vacation days per year Paid sick leave (CSEA and PEF employees- 13 days; M/C employees- 8 days plus free enrollment into the Income Protection Program for short-term and long-term disability coverage).
