IntroductionThe Deputy Community Services Administrator plays a crucial role as the second-in-command to the Community Services Administrator. This position involves overseeing and coordinating municipal health and human services programs, ensuring their effective, efficient, and compassionate implementation aligned with the Administration's priorities. Our comprehensive approach encompasses the Health Department, the Youth and Recreation Department, The Department of Community Resilience, and the Department of Elderly Services. Additionally, we house the Food Systems and Policy Division, Financial Empowerment Center, and the Dixwell Q-House. PRIMARY FUNCTIONSThis is highly responsible professional and administrative work as the second in command for the Community Services Administrator supporting the oversight and coordination of municipal health and human services programs. With substantial independence, the work involves ensuring that health and human services initiatives are implemented in an effective, efficient, and compassionate manner and aligned with the Administration's priorities. The work involves coordinating the health and human service activities of municipal departments, agencies, and commissions under the jurisdiction of the Community Services Administrator, as well as outside agencies and institutions. In the absence of the Community Services Administrator, serves in that capacity. Work is performed under the direct supervision of the Community Services Administrator and is reviewed through conferences, reports, and evaluation of results.TYPICAL DUTIES AND RESPONSIBILITIES
- Works with the Community Services Administrator to develop, revise, and implement an overall vision and strategy for the city's health and human services programs.
- Researches, develops, implements, and monitors systems, policies, and processes to enhance overall administrative functions supporting the city's health and human services programs.
- Provides direct oversight over Community Services Administrative Unit which includes administrative support personnel and program personnel.
- Works with Department heads to identify, propose, and implement cross departmental projects and initiatives.
- Oversees budget development for the administrative unit and supports budget development for Departments.
- Develops and supports communications plans with internal and external stakeholders and the public.
- Performs research and analysis and prepares related reports.
- Develops and maintains systems to track, monitor, evaluate, and report on the effectiveness of various initiatives.
- Represents the Community Service Administrator at meetings and hearings with city, regional and state leaders, or at meetings with community agencies, business leaders, community representatives and the general public.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
- Graduation from an accredited four-year college or university;
- Master's degree in Public Health, public administration or social work;
- Minimum 5-10 years' experience in the administration of health or human service organizations, at least three of which must have been in a senior management capacity.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Thorough knowledge of principles and practices of health and human services development and delivery.
- Thorough knowledge of municipal governmental structure and intergovernmental relations.
- Knowledge of performance management, quality improvement, and evaluation methods related to health and human services administration.
- Ability to analyze a variety of administrative problems, to make recommendations for their solution, and to put recommendations into effect.
- Ability to review, analyze, and interpret quantitative and qualitative data and to identify gaps and support program enhancements.
- Ability to direct and coordinate the work of subordinates and to effectively utilize staff resources.
- Ability to establish and maintain effective working relationships with public and private sector representatives, civic organizations, and the public.
- Ability to express ideas effectively both orally and in writing.
- Ability to operate independently and productively with limited supervision and carry out general instructions of superiors effectively and to manage projects and meet deadlines.
NECESSARY SPECIAL REQUIREMENTS
- Possession of and ability to maintain a valid State of Connecticut driver's license.
- Within six months of appointment, must become an Elector of the City.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENTThis is a General Fund, tested position. This position covered by the Executive Management & Confidential Employee Policy, available to review HERE. Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
