Salary: $77,261.00 Annually Location : Cumming, GA Job Type: Appointed Job Number: 03169 Department: Forsyth County Pet Resource Center Opening Date: 09/10/2024 Closing Date: 10/10/2024 11:59 PM Eastern Position Information The purpose of this classification is to perform management and leadership oversight to assist the Director, Community & Animal Safety in managing the Pet Resource Center and Animal Services. The incumbent will coordinate and oversee the daily activities of the Pet Resource Center and Animal Services operations. This is an at will position serving at the discretion of the appointing officer and is not covered under Civil Service provisions. Job Summary The following duties are normal for this position. Other duties may be required and assigned to address business needs and changing business practices. Manages the daily activities of the Pet Resource Center and Animal Services; acts in the place of the Director of Community & Animal Safety in the absence of the same; develops and implements policies and procedures and communicates to staff and the public; participates in the recruitment, selection and training of staff members; instructs, assigns, and reviews work of subordinate personnel; acts on employee problems; allocates personnel. Researches and analyzes programs and services, provides recommendations regarding improvements or new ideas. Provides input and assistance in developing the Master Plan; studies, reviews, and analyzes short range plans to ensure plans progress; interprets Master Plan ideas to staff members; works with Director to prepare strategies and develop recommendations. Assists in developing annual departmental objectives as well as short and long-term goals. Exercises initiative and independent judgment in dealing with sensitive animal related issues. Responsible for moderating the Pet Resource Center social media sites Directs the operations and activities of the Pet Resource Center, providing for the care of animals in custody; plans staff work assignments; ensures completion of assigned tasks in an effective and efficient manner. Oversees the direction of field activities of the Animal Services Department including the enforcement of County ordinances relating to animal control. Oversees and assists with the provision of customer service to the public; provides information on the animal adoption process and foster care and educates staff and the public on humane treatment of animals; and interacts with the community to promote positive animal welfare issues. Develops, presents, and defends departmental budget requirements; oversees and approves expenditures, and prepares financial forms and reports; manages fundraising activities. Performs daily inspection of the shelter to ensure work is accomplished, animals are cared for, and facility is sanitary. Heads up community outreach processes and programs of the shelter's services; develops and maintains contact with community groups, and professional organizations, regarding animal welfare issues; conducts facility tours. Develops and implements operating processes and procedures, short and long-term goals for the department. Prepares reports and other documentation for presentation before executive management, groups, or BOC meetings. Ensures the coordination between divisions relating to impounded and quarantined animals, ensuring proper care and safety measures are taken and animals are held in accordance with state requirements and court ordered conditions. Assist with preparing, presenting, and maintaining mutual aid agreements with appropriate governmental agencies and Non-Governmental Organizations (NGO). Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of animal sheltering; incorporate new developments as appropriate into department programs. Engages multiple local community interest groups to support the various activities of the animal shelter including but not limited to animal adoptions, donation drives, donation of special needs of the shelter and special projects. Participates in a variety of public speaking engagements and participates in public relations; makes speeches to community organizations regarding animal shelters and various related programs. Maintains numerous files, records, and statistics along with other departmental activities. Conducts staff meetings; attends classes, meetings, conferences, and workshops related to work; maintains a comprehensive, current knowledge and awareness of applicable laws/regulations. Leads assigned divisions in ensuring compliance with all safety and health requirement; develops safety policies essential to the department; ensures all departmental employees are trained on safety policies prior to commencing duties; ensures all departmental staff are trained annually on departmental safety policies ensuring safety standards are consistently followed; maintains safe and healthy working conditions ensuring minimal injury, accidents, liabilities and waste of materials within the department. ADDITIONAL FUNCTIONS May be required to work on-call, weekends, holidays, and special events. Operates a motor vehicle to conduct work activities. This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol. Performs other related duties as required. Minimum Qualifications Bachelor's degree from an accredited college or university in a closely related field supplemented by six (6) years of previous experience and/or training involving animal sheltering, animal control with a minimum of four (4) years of progressively responsible management experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license and Euthanasia Technician Certification. Must possess one of the following certifications upon hire and obtain the other within twelve (12) months of employment:
  • Animal Welfare Administrator
  • Animal Shelter Manager
Must possess or obtain within twelve (12) months of employment the following certification:
  • Executive Management Certificate
BENEFITS PROVIDED BY FORSYTH COUNTY TO FULL-TIME EMPLOYEES:Personal Leave Accrual Personal leave shall be accrued as follows: 0 - 4 Years - 20 days per year - 6.16 hours per pay period 5 - 14 Years - 25 days per year - 7.70 hours per pay period 15+Years - 30 days per year - 9.24 hours per pay period Observed Holidays New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (2), and Christmas (2). Dental Insurance The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:

  • Buy-Up $1,500 Plan
Vision Insurance The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts. Basic Life & AD&D Insurance The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit. Disability Insurance - Short Term and Long Term 100% paid by Forsyth County. Eligibility begins date of hire. Short Term Disability - 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks. Long Term Disability - 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation). Additional Life Insurance and AD&D Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children. Retirement Plan (401K) Fully vested at five years of employment - 20% graduated vesting annually. Eligible to begin contributions immediately upon hire. Six Months through One Year of County Service Forsyth County matches your contributions, dollar for dollar, up to 5% of your pay. That's a 100% return on the first 5% of pay you save. Years One through Five Forsyth County seeds your account with 5% of your pay each year, and matches 100% of what you contribute, up to 5% of your pay. Years 5 through 10 The County continues its automatic seed contribution of 5% of pay, matches up to the first 5% of pay that you contribute, then adds a 50% match up to the next 5%. After 10 Years of Service You continue to receive a 100% County match on the first 5% of pay you contribute, and 50% on the next 5% of pay you save.
