Description Position at MTA Headquarters JOB TITLE: Deputy Director - Financial ReportingSALARY RANGE: $144,515 - $160,000HAY POINTS: 994DEPT/DIV: Controller's OfficeSUPERVISOR: Director of General and Technical AccountingLOCATION: 2 BroadwayHOURS OF WORK:8:30 am - 5:00pm (7 1/2 hours/day) DEADLINE:Open until filled This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.SUMMARY:This position is responsible for overseeing the preparation of the consolidated quarterly and annual comprehensive financial statements and annual external audit processes, and managing the benefit plan financial reporting for the MTA Defined Benefit Pension plans, Deferred Compensation Program (401k and 457k), and OPEB.Additionally, this position directs and oversees the requisition of capital funding in accordance with the rules and regulations governing the various funding agencies, such as Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Emergency Management Agency (FEMA), New York State Department of Transportation, New York State Division of Budget, and New York City Office of Management and Budget.RESPONSIBILITIES:
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Manage the MTA consolidated financial reporting to ensure that closing deadlines are met, and that preparation of quarterly financial statements and annual comprehensive financial statements is in accordance with Generally Accepted Accounting Principles and Governmental Accounting Standards Board.
  • Manage all requisitions of Federal, State and City funds to ensure they are within established procedures and regulations for all capital projects and that these procedures are followed in a timely, accurate and efficient manner.
  • Communicate the funding status of the MTA capital projects to management through periodic formal reports, and respond to specific information requests to ensure the effective and efficient management of the MTA Capital Program.
  • Manage the financial reporting of Benefit Plans to ensure that annual year-end financial statements are prepared timely. Oversee the external audit process over the MTA Defined Benefit Pension Plan, MaBSTOA Pension Plan, MTA Deferred Compensation Program (401k and 457k), OPEB, Long Island Railroad Additional Pension Plan, and Metro North Cash Balance Pension Plan.
  • Assist external auditors in the audit process, provide audit requirements and information regarding MTA procedures and accounting treatment of financial transactions.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Must have knowledge of PeopleSoft General Ledger and Accounts Payable or similar system.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE:Required:
  • Bachelor's Degree in Business, Accounting, Finance or related field.
  • Minimum 10 years related experience in Accounting, including at least 5 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.
  • Certified Public Accountant
Preferred:
  • This position requires a very strong understanding of the MTA and its Agencies including understanding the financials underlying all reports. Some work experience at both MTA HQ and/or MTA Agency would be highly desirable.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.
  • Knowledge of IMPACT or any similar funding system, and WebFOCUS database reporting system.
  • Familiarity with Gravity financial reporting system.
