Job DetailsJob LocationAdministrative Office - New York, NYDescriptionPosition Summary: The Deputy Director of Community Services is responsible for directing, assessing and monitoring Birch's residential programs in order to ensure quality, program compliance with all regulatory and funding sources and fiscal practices. These responsibilities are completed in cooperation with and under the leadership of the Director of Community Services. The Deputy Director of Community Services will be responsible for all Community Service operations in the absence of the Director. ESSENTIAL FUNCTIONS
- Assesses, plans, implements and monitors policies, procedures and systems to ensure compliance with federal, state and local regulations governing the operation of residential services, including but not limited to: Individualized Residential Alternatives and Intermediate Care Facilities.
- Assists the Director of Community Services to assess, plan, implement and monitor policies, procedures and systems to ensure compliance with federal, state and local regulations governing the operation of day habilitation, prevocational, supported employment, Access-VR and New Frontier.
- Works with the Director of Community Services and the leadership team to ensure department vision is aligned with the agency mission and set long-tern goals forCommunity Services.
- Directly supervises the Operations Coordinators, Assistants, Nurse Administrator and BIS Coordinator.
- Delegates responsibilities to department management staff to ensure efficiency of day to day operations and program effectiveness.
- Ensures that the health, safety and habilitation needs of the people we support are addressed in anindividualized manner. The Deputy Director will meet with families to educate, inform and respond to matters related to their relative, services or the organization.
- Interviews, hires, orients, trains and completes performance evaluations for supervisory staff.
- Assesses and evaluates staff development needs and ensures that all such needs are adequately and routinely addressed through utilization of internal and external agency resources.
- Determines need for contracting of clinical services and ensures that services provided are appropriate and of high quality, provides input into the establishment of independent contractor agreements and oversees their implementation.
- Directs related planning and development activities, including but not limited to site finding, individual screening and acceptance, budgeting and staffing.
- Assists and helps oversee the start-up and operation of all Developmental Disabilities residential services.
- Ensures completion of all pre-operational requirements in accordance with regulatory, accreditation and program standards as well asindividual and family need.
- Directs and monitors all facility operations to ensure adherence to all agency and related policies and procedures, program standards and level of service commitments.
- Establishes budgets for each program or service in conjunction with the Director of Community Services, Finance Department and Executive staff.
- Ensures reporting of allegations of abuse, neglect and incidents to the appropriate external parties (Justice Center, OPWDD) and internally.
- Ensures the maintenance and up-keep of residential sites in accordance with health and safety standards.
- Works with Human Resources regarding recruitment, staff performance, conflict resolution, grievance and other matters ensuring adherence to agency policies.
- Collaborates with directors of other departments to ensure that residential programs are meeting regulatory requirements and quality programming.
- Develop and maintain sound controls and systems for billing and other compliance matters.
- Serve as an organizational representative for Birch.
- May be assigned other tasks and duties reasonably related to job responsibilities.
QUALIFICATIONSEDUCATIONMaster's Degree in Psychology or related Human Services field required.EXPERIENCEMinimum often (10) years of experience working with persons with developmental disabilities or similar population; of which 5 years must have been in a supervisory/manager capacity andincluding a minimum of three years in a residential setting.SKILLS AND COMPETENCIES
