Salary : $77,356.00 - $100,964.00 AnnuallyLocation : Nashville, NCJob Type: Full TimeJob Number: 2024-00114Department: Emergency ServicesDivision: Emergency ServicesOpening Date: 11/25/2024Closing Date: ContinuousGeneral Statement of Duties Performs administrative, supervisory and technical work managing and coordinating the County's fire prevention and emergency management programs and assists in risk management and safety activities for the County.An employee in this class performs administrative, advisory, inspections and training work in coordinating the emergency management activities and enforcing the fire prevention laws for the County. Work involves overseeing staff involved in fire code inspections, fire investigations, fire safety education programs and developing and implementing complex disaster plans. This employee works as a liaison with County volunteer fire and rescue departments, assisting them in developing and implementing comprehensive training programs, purchasing and inspecting firefighting equipment, obtaining necessary ratings and certificates, and preparing budget proposals. The employee is subject to hazards associated with fire inspection, administrative, and firefighting work including working in both inside and outside environments, in extreme cold weather, and exposure to various hazards such as exposure to high heat, exposure to chemicals, and in the proximity to moving mechanical parts, electrical current, and working in high places. The employee is also exposed to atmospheric conditions and blood borne pathogens, and is sometimes required to wear a respirator, and may be required to work in close quarters. Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling difficult public contact situations requiring considerable tact and knowledge of applicable policies, procedures, and programs. Work is performed under the general supervision of the Fire/Rescue & Emergency Management Director and work is evaluated through observation and review of records and reports. Essential Duties and Tasks
  • Serves as second in command within the department; oversees Emergency Management and Fire Marshal program activities in the absence of the Fire/Rescue & Emergency Management Director.
  • Assist with planning, organizing and directing all activities of the department; supervises professional personnel, ensuring proper training and adherence to established policies and procedures; reviews employee reports and timesheets; assists and advises subordinates as necessary, resolves complex problems as non-routine situations arise; administers routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, scheduling and granting leave,
  • Assists with developing division budget proposal for division and safety programs; tracks spending.
  • Assist with preparing, developing and implementing the County plan for multiple responses to natural or manmade disasters, working closely with state and/or federal agencies in the development and execution of such plans; ensures plans are in compliance with Homeland Security guidelines.
  • Assist with managing fire and rescue services program; assigns inspections, review new construction plans, conduct inspections, conduct investigations, assign inspectors to calls, complaints and investigations; assists with preparing fire and rescue department contracts, fire and rescue district maps, mutual aid agreements and policies; assists with fire and rescue department budget preparation, equipment and training issues; ensures service delivery expectations of the County are being met by fire and rescue departments; coordinates with fire departments to prepare for insurance grading surveys.
  • Assist with directing and overseeing a comprehensive fire prevention program for the County through the inspection of all foster homes, day care centers, nursing homes, and various private industries in the County; assigns fire prevention inspections, reviews construction plans and conducts fire inspections.
  • Holds periodic meetings with each volunteer department to verify training records, equipment cache, proper mapping, response policies, and manpower needs; ensures that fire prevention programs are developed and delivered to target populations.
  • Assist with directing the emergency management program; assist with developing and updating plans, policies and procedures; ensuring the readiness of County EOC; providing training and guidance to response agencies; coordinating disaster plans with other departments, agencies and groups; provides information to the public concerning disasters.
  • Assist with operating and maintaining an emergency operations center, develops and maintains a system to alert response agencies and provides training and guidance to response agencies, coordinates plan development for response to terrorism threats; plans for and implements federal requirements for National Incident Management System.
  • Participates in developing and conducting tests of disaster and emergency response, mitigation and cleanup plans; evaluates effectiveness of plans and programs, and makes recommendations for alteration of plans, and/or need for additional planning, equipment, staff, etc.; maintains lists, files, directories, databases, etc., of available resources and personnel for assistance in emergency response, mitigation and cleanup operations; develops long-range plans for expansion of emergency response, mitigation and cleanup capabilities and services.
  • Responds to multiple alarm fires as needed and coordinates and participates in firefighting and related emergency operations; coordinates emergency services operations at largescale incidents, including hazardous material incidents and other large scale events.
  • Oversees the implementation of fire and life safety education classes for public schools, nursing homes, civic groups, etc.
  • Assists the County Safety and Security Officer by: developing safety policies and programs for County employees; performing safety inspections of county property and facilities; conducting work site inspections, hazard analysis, develop and conduct training classes; developing specifications for different types of equipment, reviews reports and make recommendations; and serving on committees, review accidents and serve as liaison to insurance company and to OSHA during inspections.
  • Responsible for researching complaints filed with the Emergency Services Office and reporting to the Fire/Rescue & Emergency Management Director and taking any appropriate action to mitigate the complaint.
  • Work under the direction of the Director of Fire/Rescue Emergency Management during EOC activations and serve as the Deputy EOC Manager.
Additional Job Duties
  • Performs other related work as required.
  • Responds to emergencies to assist with technical assistance and maintains documentation related to the incident. Ensures documentation is gathered and collected for reimbursement costs. Available on-call.

  • Considerable knowledge in using NC Sparta/Web EOC for crisis management and resource ordering with NC Emergency Management.
