Job Description:

The New York City Council, an equal opportunity employer, is seeking a Deputy Director of Personnel Services to work in its Personnel Services Division.KEY RESPONSIBILITIES:Work closely with the Director and assist in overseeing various day-to-day activities of the division.Assist in the development and implementation of policies, procedures, and programs to ensure a positive and engaging work environment.Assist in monitoring all facets of operational matters with Central Staff and Council Member offices encompassing human resources, payroll, employee and labor relations, staffing and recruitment, learning and development, virtual and onsite training, Council property, staff separations, absence administration, legal compliance and the administration of various systems.Provide back-up coverage for a variety of services, including workers' compensation administration, unemployment claim administration, general orientation and onboarding of new appointments, exit survey administration, Form I-9 administration, leave administration, and any other services as needed or directed.Provide planning and project coordination in conjunction with the Staffing and Recruitment Manager, as needed, for the development of cost-effective recruiting.Apply firm understanding of employment laws and related legislation governing the employer-employee relationship, knowledge of the City's health benefits program, Management Benefits Fund, deferred compensation, flexible spending programs, pension plans, long term care plan and applicable rates, ability to handle confidential issues and information with discretion.Investigate employee complaints/grievances and/or alleged violations of policy/procedure to reach an unbiased determination of the facts involved; formulate recommendations for reaching a viable solution and refer to higher level authority for approval; implement provisions of approved agreement/settlement. Handle and follow up with all union requests for information.Demonstrate the ability to interface with associates and management at all levels, review separation processes, timekeeping system performance and issues, information systems, and provide report generation.Foster a positive work environment through effective communication and proactive engagement with all team members within Personnel Services and the Council Members, management, and all staff that is serviced by the division.Perform other duties, as assigned.QUALIFICATIONS:10+ distinguished years in a senior management position in human resources and/or payroll operations.Working knowledge of the City of New York's payroll and timekeeping systems and New York City Automated Personnel Systems (NYCAPS) highly desired.Experience in collective bargaining agreement administration, providing guidance and ensuring compliance with labor laws and regulations.Post-secondary education or equivalent.Knowledge of the principles, practices and techniques of human resources/payroll administration, organization and operation.Fully proficient and knowledgeable of state and federal employment laws.Knowledge of principles and practices of effective management, training, and supervision.Knowledge of methods and techniques for professional recordkeeping, writing, reporting, project management, and enterprise resource systems.Track record of delivering superior results, commanding respect, and assuming leadership roles.Success in roles requiring execution of multiple tasks while responding to multiple priorities.Proven ability to work with efficiency, flexibility, and good humor.Demonstrated ability to build and maintain relationships with a wide array of people from diverse backgrounds.Operate with excellence in mind in all matters, with the confidence to defend/debate ideas without ego interfering.Outstanding communication and interpersonal skills are essential.ADDITIONAL INFORMATION:New York City residency required within 90 days of appointment.For eligible employees, health, dental and vision insurance coverage are offered upon hire.
