Job Description

The Oklahoma Indigent Defense System (OIDS) is the statewide public defender agency which provides legal representation to indigent clients throughout the State of Oklahoma, with the exception of Oklahoma and Tulsa counties.

OIDS is currently seeking a full-time Deputy Executive Director in the Executive Division in our Norman office.

Basic Purpose

Deputy Executive Director is responsible for assisting the Executive Director in the organization's overall management and administration and ensuring that all activities are carried out efficiently and effectively. The Deputy Executive Director is responsible for assisting the Executive Director in overseeing and managing the operations of an agency. The incumbent may be responsible for or collaborate with other agency leaders to develop and implement strategic plans, policies, and programs. They may also be responsible for or involved in the agency's legislative, administrative, and budget process, financial management, and representing the organization to stakeholders.

Typical Functions

* Assists the Executive Director in the development and implementation of policies, procedures, and processes to positive outcomes for staff.

* Provides legal guidance and counsel to the Executive Director, other senior-level executive staff, and others in matters of agency programs, operational and administrative programs, and processes.

* Collaborates with senior-level staff on policies, strategic plans, programs, legislation, administration, budget and financial management, and any other duties and responsibilities of the agency.

* Represents the agency as directed to a wide variety of constituencies, governmental and legislative bodies, stakeholders and partners, and others.

* Acts as General Counsel for the agency; Represents the organization in legal proceedings when necessary.

* Responsible for the administration and completion of all activities and functions of the agency's legal divisions.

* Partners with the Executive Director and Chief Administrative Officer to ensure policies, plans, procedures, and practices of the agency abide by all local, state, and federal rules, laws, and regulations.

* Represents the organization at meetings, conferences, and other events.

* Collaborates with internal stakeholders to identify and mitigate legal risks.

* Assists the Executive Director and Chief Financial Officer in managing agency budget and financial resources.

* Monitors changes in statutes and legislation and updates agency's policies to ensure compliance.

* In collaboration with the Chief Information Officer, updates case management system with any changes to statutes and legislation.

* Answers questions concerning agency policies, programs, and reports.

* Researches and analyzes complex information and reports findings and conclusions on agency programs, issues, and concerns to the Executive Director.

* Supervises the agency's Statistical Research Specialist; collaborates with Statistical Research Specialist to ensure data entry in case management system is accurate and data is collected to inform agency policies.

* Drafts and reviews legal documents to ensure compliance with applicable laws and regulations.

* Prepares administrative reports detailing department performance status, as assigned by the Executive Director.

* May supervise staff upon direction from the Executive Director.

* Acts as the Hope Ambassador for the agency.

* Acts as Designated Security Representative (DSR) for agency, along with the Executive Director and Chief Administrative Officer.

* May assist Chief Administrative Officer with grievance coordination.

* Other duties assigned by the Executive Director.

Level Descriptor

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others. Distinction between levels is based on factors such as the breadth and depth of the agency's overall program(s) and services, complexity of operations, structure, staff, and the impact of the programs and services provided to the citizens of the state of Oklahoma.

This is a leadership level position where serves as the Deputy Executive Director of an agency that is complex in its structure and operations that has a wide variety of types of staff to achieve the delivery of services with a significant impact on the citizens and communities of Oklahoma. Incumbents will manage and supervise senior-level executive staff and management- level subordinates. This includes periodically reviewing job performance, establishing program performance standards, and all other supervisory tasks and responsibilities including mentoring and coaching. Incumbents will provide leadership and guidance to their assigned agency programs or functions.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of federal and state statutes, regulations, and guidelines governing agency programs and internal functions; supervisory practices and principles, developing and implementing quality management standards; building a cohesive work environment to ensure position outcomes; the legislative and budget processes; and diverse leadership methodologies.

Skills required at this level include skill in effective communication and negotiation; managing and directing executive-level staff by using appropriate supervisory and leadership practices and principles; and making data-driven decisions.

Abilities required at this level include ability to organize and direct the work of subordinate staff; analyze complex situations and make sound judgments; resolve complex administrative and personnel problems; and provide leadership to all staff within the agency.

Education and Experience

Education and Experience requirements at this level consist of a bachelor's degree plus seven (7) years of relevant professional experience, including three (3) years in a supervisory or administrative capacity, or an equivalent combination of education and experience, substituting one additional year of education (master's degree or doctorate) for one year of experience.

Juris doctorate and member of the Oklahoma Bar Association preferred.
