DEPUTY EXECUTIVE OFFICER

Family Law Division, Self-Help Center, Court Investigators & Interpreter Services

$155,324.21-$198,237.43 annually

The Court is conducting an open recruitment for the classification of Deputy Executive Officer of the Family Law Division, Self-Help Services, Court Investigators, and Interpreter Services Unit. The individual appointed to this position will serve under the general direction of the Court Executive Officer or his/her designee. This position is responsible for the management of the Family Law Division, including Family Court Services, Family Law Facilitators Unit, Family Law Legal Technicians, and Family Law Legal Processing and Calendaring. This position is responsible for the Self-Help Services Division of the Court. The incumbent is also responsible for the management of the Court Investigations Unit (Guardianships and Conservatorships) and Interpreter Services Unit.

This is an executive level, at will, position. In addition to the direct oversight of the outlined divisions, this position will be involved in Finance, Facilities, Information Technology and other areas of the Court. The major job functions include the overall division planning and workflow in the assigned divisions. These functions deal with highly complex and sensitive issues. Incumbents are expected to work with minimal direction.

Examples of Duties

Duties that may be assigned include, but are not limited to, the following:

* Assists in formulating court-wide policies, programs, and procedures in consultation and collaboration with the Court Executive Officer, Executive Team, and operational managers; develop and implement strategic and case management plans consistent with the Court's mission; identifies and communicates short and long-term needs and identifies resources required for successful operations; plans, analyzes, communicates, and resolves operational problems and internal and external customer complaints;

* Directs programs of the Court through subordinate management and staff; advises and directs subordinate administrators, managers, and staff in the resolution of issues to increase efficiencies, modernize and improve effectiveness in essential administrative functions, comply with policy, and conform to applicable legislation and provide timely and efficient service and delivery;

* Develops and maintains positive working relationships with county and justice partners. Builds and maintains strong communication links with internal court managers, staff and judicial officers and external stakeholders and justice partners;

* Develops and maintains effective working relationships and productive lines of communication with court leadership, judicial officers, and staff in addition to county and state agencies and committee members; participates in various court committees; represents the Court in various regional/state/national policy and technical forums;

* Work with Court Data Scientist using data on making statistical based decisions for all areas of oversight;

* Reviewing, interpreting, analyzing, applying, and implementing new legislation to determine effects on programs for all areas under supervision;

* Develop, implement and oversee grants and other funded and unfunded court programs designed to enhance court operations and meet legislative and customer services needs within family law, court investigations, and interpreter services divisions;

* Provide oversight to ensure the proper records maintenance and statistical analysis of various assigned units; monitor program budgets and prepare required financial reports in required timeframes;

* Incumbent must complete initial and annual training as prescribed in California Family Codes 1815 and 1816 and in California Rules of Court 5.210 and 5.215; and

* Other duties as assigned.

Minimum/Desirable Qualifications

The IDEAL CANDIDATE should have:

Knowledge of:

* Principles of supervision, public administration and planning;

* The court system of California and the procedures used in family and probate law cases;

* Family Code, Probate Code (regarding conservatorships and guardianships), Interpreters Act, and other relevant statutes and Rules of Court;

* Diversity of cultural and ethnic backgrounds of litigants and families utilizing the Superior Court services and facilities;

* Fiscal operations, budgeting and program evaluation; and

* General understanding of Court technology and processes, and of word processing software and information management systems used in the court.

Ability to:

* Supervise, train and evaluate subordinate personnel;

* Relate to and gain the confidence of adults under stressful conditions;

* Communicate orally and in written form in a clear and concise manner and prepare procedural manuals and project plans, budgets, statistical reports; and

* Work effectively and cooperatively with a wide variety of individuals including judicial officers, managers, employees, representatives of other agencies and the public.

Minimum Qualifications:

Education: Possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration, court or judicial administration, or a closely related field.

Experience: Four years of progressively responsible experience in an administrative or managerial capacity in a trial or appellate court of general jurisdiction in the U.S., in a criminal justice agency, or in another governmental agency, at least two (2) years of which were at the second level of supervision and/or included the management of an administrative or operational function. Experience in one or more of the following functions is highly desirable: budget preparation and control; fiscal management: general administrative systems and procedures; personnel administration; and/or management of functional operations. Knowledge in a field relative to social work, marriage, family and child development, as well as in domestic violence is also highly desirable

GENERAL INFORMATION

Conditions of Employment

Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.

All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver's License and required levels of automobile insurance.

Convictions

Felony and misdemeanor convictions MAY BE disqualifying for employment with the court.The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.

Employment Eligibility:

In accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of: 1.) identity and 2.) U.S. Citizenship or a legal authorization to work in the United States.
