Job Description:

This position is located in the Treasury Inspector General for Tax Administration (TIGTA) Office of Mission Support (OMS). The incumbent also serves as the Chief Financial Officer (CFO) to the Inspector General, with supervisory control over the Office of Mission Support (OMS). OMS is responsible for providing the tools and infrastructure to aid TIGTA's functional offices in executing the mission of the organization and delivering on business goals.

You must meet the following requirements by the closing date of this announcement.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Professional Competencies (TPCs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

MANDATORY EXECUTIVE CORE QUALIFICATIONS - These responses must be uploaded with your application. Applications with blank or perfunctory responses to the ECQs will not be considered.

All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. Additional information on ECQs is available at this link.

Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken, and the outcome or results of those actions (Challenge - Context - Action - Result (CCAR) model). Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification.

If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification.

You will be evaluated on the following ECQs:

ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TPC 1 - Describe your executive/senior management level experience leading and managing a comprehensive human capital and/or personnel security program for a large organization, including a commitment to high levels of customer service, respecting and leveraging diversity, and achieving high levels of excellence. Please include your experience leading and directing an organization in planning and administering efforts to recruit, develop, and retain a highly qualified, diverse workforce.

TPC 2 - Describe your executive/senior management level experience leading and managing a comprehensive finance and/or procurement program for a large organization. Please include any executive level experience:

  • leading and directing multi-disciplinary finance or budget teams, including any knowledge of and ability to apply innovative financial management techniques such as financial and cost accounting, reporting concepts and principles, budget execution, financial statement preparation, financial management analysis and systems development;
  • providing leadership of a multi-million-dollar capital budget;
  • ensuring project prioritization protocol is developed and implemented to rank large capital projects.
  • TPC 3 - Describe your executive/senior management level experience leading and managing a comprehensive facilities program for a large organization, covering a multi-state geographic footprint which may include real estate, physical security, occupational safety, mail services, records management, travel card administration, and personal property management lifecycle.
