Job Description Blue Water Thinking is seeking an experienced and dedicated Deputy Program Manager to join our team, supporting a large project at the Department of Veterans Affairs (VA). The primary responsibility of this role is to manage projects encompassing multiple tasks, define project scope and objectives in line with customer requirements, and advise customer management on complex project-related activities, risks, and issues. Key Responsibilities:
  • Manage projects involving multiple tasks, ensuring alignment with customer requirements and objectives.
  • Formulate and define project scope and objectives through close collaboration with the customer.
  • Compile, analyze, and present project data to ensure informed decision-making by stakeholders.
  • Lead risk assessment and mitigation planning for assigned projects, ensuring potential risks are identified early and addressed proactively.
  • Advise customer management on complex project-related activities, addressing risks and issues proactively.
  • Define and manage communication requirements to ensure seamless collaboration across teams and stakeholders.
  • Perform and document quality assurance reviews to ensure project deliverables meet or exceed customer expectations.
  • Assist the Program Manager in overseeing project execution, maintaining alignment with budget, schedule, and performance metrics.
The position operates on a hybrid work schedule, requiring on-site presence of up to five days every pay cycle at the Department of Veterans Affairs, 811 Vermont Avenue NW, Washington, DC 20420. Minimum Qualifications:
  • Bachelor's Degree.
  • 5+ years of relevant work experience in program or project management.
  • Experience working in a Program Management Office (PMO) environment, ensuring adherence to PMO standards, processes, and governance.
  • Experience in managing complex projects, including formulating and defining project scope and objectives.
  • Strong analytical skills, with the ability to compile and present data to guide decision-making.
  • Experience in conducting quality assurance reviews and advising management on project-related risks and issues.
Preferred Qualifications:
  • Project management certification (such as PMP or equivalent).
  • Experience in federal contracting, particularly in the healthcare or government sectors.
  • Strong understanding of risk management and quality assurance processes.
Eligibility:
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation: Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The proposed salary range for this position is $100,000 - $120,000.
